FIELD CONSTRUCTION AND MAINTENANCE MANAGER, DMVA

DEFINITION: This is administrative and technical work in construction project management and facility maintenance direction and oversight for an assigned geographical region for the Department of Military and Veterans Affairs and the Pennsylvania National Guard.

An employee in this class inspects department owned or controlled facilities, such as armories, air bases, organizational maintenance shop and weekend training sites, for the purpose of identifying needed maintenance, repair, renovation, demolition or new construction. Works with agency professional staff, private sector professionals, contractors and Department of General Services staff. Work involves making recommendations regarding project priority, assisting with and/or providing input into the preparation of project specifications and preliminary drawings, inspecting workmanship and materials, preparing progress reports and cost breakdowns and recommending change orders. Reviews progress of construction projects with contractors to determine problems or potential problems that might cost delay in project completion. Work also involves preparation of budgetary requirements for maintenance of the assigned field facilities. Periodic inspections of the facilities are conducted to ensure they are maintained in a clean, sanitary and safe condition. Provides supervision to custodial/maintenance staff and/or subordinate supervisors at field sites through on-site inspections of work and discussions of issues or problems. Work is reviewed by an administrative or technical superior through oral and written reports for accomplishment of goals, objectives and results attained.

EXAMPLES OF WORK: Manages the maintenance and construction activities for department owned or controlled facilities in a geographical region.

Develops, in conjunction with other agency personnel, short- and long-range operational and budget plans for agency construction and maintenance activities at field locations.

Reviews lists of materials each contractor must submit for approval and ensures that all materials are properly received, identified and inspected.

Ensures that construction is in conformance with approved codes, plans, specifications and safety guidelines.

Conducts regularly scheduled visits to construction project sites to determine status of project and provide guidance and assistance with regard to agency policies, requirements and standards and to resolve problems that might arise including changes in project requirements for materials, manpower, methods or construction violations or deficiencies.

Based on monetary criteria, coordinates with DGS on construction projects according to their requirements. Recommends and prepares DGS work requests, reviews plans and specifications, inspects project on an intermittent basis, attends job conferences, recommends and prepares change order requests and advises on satisfactory completion of projects.

Ensures that custodial/maintenance personnel at field facilities are maintaining clean, sanitary and safe facilities and that heating/utility equipment are operating efficiently.

Prepares a variety of reports to include activity and status reports and an annual report of project priorities.

Supervises custodial/maintenance staff and/or subordinate supervisors at field facilities and/or assist on-site personnel in supervising staff by resolving employee problems as they relate to the work site and contractual interpretations; reviewing performance of duties when on-site and offering guidance in areas of difficulty; conducting annual performance evaluations; approving/disapproving leave requests; receiving grievances and complaints, conducting investigations and recommending resolution; and participating in interviews and recommending selection of new employees.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES: Knowledge of the principles, practices and methods applied in inspecting and testing the materials and workmanship in the various phases of a construction project.

Knowledge of modern methods, techniques, materials and equipment used in general construction.

Knowledge of the occupational hazards and safety precautions of the various phases of construction.

Knowledge of the techniques required in the preparation of construction plans, specifications, drawings and cost estimates.

Ability to interpret contract documents and to enforce them firmly and tactfully with all concerned parties.

Ability to review and interpret reports and requests related to construction projects and to assess the degree of project completion.

Ability to establish and maintain effective working relationships with contractors, consultants, supervisors, associates, subordinates, officials of local, state and federal agencies and the general public.

Ability to supervise employees effectively and to interpret and apply the provisions of collective bargaining agreements.

Ability to travel to assigned field locations.

Ability to communicate effectively orally and in writing.

MINIMUM EXPERIENCE AND TRAINING: One year as a Construction Inspection Supervisor;

Five years of experience in the construction, maintenance or repair of buildings; or the operation, maintenance and repair of utility services equipment, including two years of progressively responsible work experience involving inspection of commercial building construction or major renovations;

                                                                                                                                                      or

Any equivalent combination of experience and training.
