CONSTRUCTION INSPECTOR MANAGER

DEFINITION: This is managerial work directing the inspection of public building construction and associated construction projects, or renovation on projects within a Construction Region in the Department of General Services or in other state agencies.

An employee in this class directs the inspection of several construction projects through subordinate supervisors. Work involves reviewing progress reports, cost breakdowns, change orders, substitution requests, storage requests, contractor payment estimates, and related reports; attending job conferences, and preliminary, pre-final, final, and post-final inspections; recommending assignment of inspectors to specific projects; and contacting manufacturers and contractors to resolve differences. Work also involves planning and organizing work, assigning work, determining work flow, reviewing work performance, and approving leave requests. Work is assigned in the form of goals and objectives and the employee exercises considerable freedom of judgment in planning and assigning work. Work is reviewed by a technical or administrative superior through oral and written reports for attainment of goals and objectives and results achieved.

EXAMPLES OF WORK: Directs through subordinate supervisors, building construction inspection, of several construction projects within a Region in the Department of General Services or in other state agencies, and enforces adherence to plans and specifications.

Reviews progress reports, cost breakdowns, change orders, substitution requests, storage requests, contractor payment estimates, and related reports.

Attends bi-weekly job conferences, and also preliminary, pre-final, final and post-final inspections.

Plans and organizes work, assigns work, determines work flow, and reviews work performance. Recommends assignment of inspectors to specific projects.

Contacts manufacturers and contractors to resolve difficulties, misunderstandings or complaints.

Carries out the full range of supervisory duties including work assignment, performance evaluation and leave approval, etc.

Receives grievances and complaints, conducts initial investigation into causes and conditions, discusses with employee, and resolves or recommends solutions to grievances and complaints.

Interprets contractual and administrative rights for employees and modifies work environment or process to conform to changing conditions.

Performs related duties as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles, practices and methods applied in inspecting and testing the materials and workmanship in the various phases of a construction project.

Knowledge of the modern methods, techniques, materials and equipment of general construction; and EDP construction program applications.

Knowledge of proper staff utilization and contract provisions affecting the work force.

Ability to interpret and explain construction codes, plans and specifications, and to enforce them firmly and tactfully with all concerned parties.

Ability to review for form and substance forms, reports and requests related to construction project and prepare revisions; and the ability to assess the degree of project completion.

Ability to read, interpret and apply departmental regulations including proper safety precautions.

Ability to supervise employees effectively.

Ability to establish and maintain effective working relationships with contractors, manufacturers, public officials, inspection staff, etc.

MINIMUM EXPERIENCE AND TRAINING: One year as a Construction Inspector Supervisor;

                                                                                                                                                    or

Six years of progressively responsible and varied experience as a building, plumbing or electrical trades worker, including or supplemented by two years of experience as a supervisor in any of these trades;

                                                                                                                                                    or

Five years of progressively responsible and varied experience in the inspection of building, plumbing or electrical equipment and systems construction or installation, including or supplemented by two years of experience as a supervisor of any of these inspection programs; and graduation from high school or equivalency;

                                                                                                                                                    or

Any equivalent combination of experience and training that affords the applicant with the Required Knowledges, Skills and Abilities.
