CONSTRUCTION REGIONAL DIRECTOR, DGS

DEFINITION: This is managerial work in directing the inspection of public building construction and associated construction projects, or renovation in an assigned Construction Region in the Department of General Services.

An employee in this class is responsible for the direction of inspection of public buildings and associated construction projects in an assigned Region to ensure work is being done according to plans, specifications and contract provisions. Work requires the interpretation of the most complex construction plans and specifications for all types of construction projects. Work involves participating in the determination of inspection policy; planning, organizing and assigning work; and reviewing work performance. Assignments are received as general objectives or responses to emergency situations, and considerable independence is exercised in the accomplishment of project objectives and problem resolution. Work is reviewed by a technical or administrative supervisor through discussion of assignments for adherence to applicable policies, timely completion of projects and effective results achieved.

EXAMPLES OF WORK: Coordinates all project inspection activities in an assigned Construction Region by planning, directing and assigning work to supervisors; and reviewing work performance.

Confers with architects, engineers and administrative heads of departments or institutions on scope of construction projects and desired results.

Enforces contractor compliance with Commonwealth-approved plans, specifications, contract provisions, general procedures and regulations in assigned administrative jurisdiction through subordinate managers or statewide construction specialty experts.

Reviews progress reports, cost breakdowns, change orders, contractor payment estimates, substitution requests, and related reports.

Reviews non-routine maintenance or building operation problems with institutional maintenance superintendents.

Attends preliminary, pre-final, final and post-final inspections and construction conferences, pre-claim and claim hearings, and related conferences. Ensures timely and effective project completion.

Resolves discrepancies relative to progress and cost deviations with project inspectors, designers and construction staff.

Assigns and reviews work, prepares employee performance evaluation reports, and approves leave. Receives grievances and complaints, conducts initial investigation into causes and conditions, discusses with employees, and resolves or recommends solutions to grievances or complaints.

Performs related duties as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles, practices and methods applied in inspecting and testing the materials and workmanship in the various phases of a construction project.

Knowledge of the modern methods, techniques, materials and equipment of general construction; and EDP construction program applications.

Knowledge of proper staff utilization and contract provisions affecting the workforce.

Ability to supervise employees, including evaluation of employee performance, reviewing and responding to employee grievances, recommending disciplinary action, and approval of leave.

Ability to read, interpret and apply departmental regulations, including proper safety precautions.

Ability to establish and maintain effective working relationships with architects, engineers, contractors, manufacturers, public officials, inspection staff, etc.

Ability to interpret and explain construction codes, plans, and specifications; and to enforce standards firmly and tactfully.

Ability to review for form and substance, forms, reports and requests related to a project, and prepare revisions; and the ability to assess the degree of completion of projects.

Ability to communicate effectively, orally and in writing; and to prepare and review technical and administrative reports.

Ability to work under adverse weather conditions.

MINIMUM EXPERIENCE AND TRAINING: One year as a Construction Inspector Manager;

                                                                                                                                                       or

Seven years of progressively responsible and varied experience as a building, plumbing or electrical trades worker, including or supplemented by three years as a supervisor in any of these trades.

                                                                                                                                                       or

Six years of progressively responsible and varied experience in the inspection of building, plumbing or electrical equipment and systems construction or installation, including or supplemented by three years as a supervisor in any of these trades inspection programs; and graduation from high school or equivalency;

                                                                                                                                                       or

Any equivalent combination of experience and training that affords the applicant with the Required Knowledges, Skills and Abilities.
