BRIDGE AND STRUCTURAL DESIGN MANAGER

DEFINITION: This is professional managerial work in designing bridge and structural projects.

An employee in this class directs a large staff of subordinates, including Bridge and Structural Design Supervisors, engaged in the preparation and/or review of complete sets of plans for a wide variety of bridge and structural
projects. Emphasis is placed upon planning and organizing work, determining staffing requirements, reviewing work for technical accuracy, resolving the most complex problems, and working out necessary organizational and
administrative details for the timely completion of projects. Assignments are received with a minimum of technical instruction form a managerial supervisor who reviews work for satisfactory completion of projects.

EXAMPLES OF WORK: Plans, directs, and coordinates all activities associated with the preparation and/or review of design plans for bridge and structural construction, reconstruction, and rehabilitation projects in a transportation engineering district, such as multi-span concrete or steel structures where hydraulic, soils, and foundation design considerations vary from standard consideration and structural analysis of loading limits complicate design.

Assigns and reviews the work of technicians and designers engaged in the preparation of bridge and structural design plans and provides assistance with unusual problems such as conflicts between design plans and field conditions.

Coordinates the preparation of bridge and structural design plans with other agency programs and units.

Prepares all required reports concerning program needs, recommended construction projects, and program requirements.

Coordinates work of unit or organization with other units or organizations.

Interprets rules, regulations, policies, standards, and objectives of the organization or program to subordinates.

Interviews prospective employees and recommends employee selection or ranks applicants in terms of preferability for employment.

Initiates corrective disciplinary action for minor misconduct by employees and recommends major corrective disciplinary actions or dismissals.

Interprets contractual and administrative rights and obligations for employees and modifies work environment or process to conform to changing conditions.

Receives grievances and complaints, conducts initial investigation into causes and conditions, discusses with employee, and resolves or recommends resolution to grievance or complaint.

Prepares employee performance evaluation reports.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices applied in the location and design of bridge and structural projects.

Knowledge of bridge and structural construction methods and materials and the preparation of cost estimates and specifications.

Knowledge of the principles of effective supervision and administration.

Knowledge of algebra, plane geometry, and trigonometry.

Knowledge of departmental drafting standards.

Knowledge of the symbols used in drafting.

Skill in the development of final plans from engineering instructions and calculations.

Ability to plan, assign, and direct the work of a large professional and technical staff.

Ability to establish and maintain effective working relationships with associates, subordinates, and consultants.

MINIMUM EXPERIENCE AND TRAINING: One year as a Senior Bridge and Structural Designer or Bridge and Structural Design Supervisor.

Three years of professional experience in bridge and structural design work including six months CADD operation; and a Bachelor's Degree in civil engineering, or a closely related field.

                                                                                                                                                          or

Six years of professional experience in bridge and structural design work including six months CADD operation and one year supervisory experience; and an Associate's Degree in civil engineering, drafting, or design technology.

                                                                                                                                                         or

Any equivalent combination of experience and training.
