TRAFFIC CONTROL TECHNICIAN

DEFINITION: This is technical work in a traffic control program.

An employee in this class performs a variety of technical duties applying established traffic control criteria in the analysis of traffic data and development and implementation of solutions to traffic control problems, such as speed restrictions, passing zones, accident investigations, traffic pattern evaluations and warrants for traffic control devices. Work also involves recommending operational improvements for established traffic control program areas; and involves training construction, municipal, and contractor personnel in the proper installation of traffic control devices. Work is performed with considerable independence and with general instructions from the supervisor. Work is reviewed by a Traffic Control Specialist or a Civil Engineer upon completion for adherence to traffic engineering standards and policies and results obtained.

EXAMPLES OF WORK: Coordinates a District-wide highway signing program by working with county maintenance organizations to ensure completion of the signing program.

Performs field data collection surveys and traffic counts.

Conducts signal surveys to determine if existing traffic signals meet State and national standards.

Prepares layouts and diagrams for traffic control devices.

Performs technical assignments necessary to determine the need for traffic control devices, generally using computer-aided drafting design (CADD) equipment.

Evaluates traffic signal warrants.

Develops traffic signal plans to accommodate isolated traffic problem areas.

Reviews signing requests for conformity and consistency to Department standards, and recommends procedural changes for program improvement.

Performs field surveys of highway signing and pavement markings to insure consistency with Department standards and highway safety requirements. Prepares work orders.

Investigates state highway routes and known accidents and identifies crash-producing characteristics.

Conducts independent field views and prepares benefit-cost ratio data.

Reviews Highway Occupancy Permits for minimum use and low volume driveways.

Operates equipment in a traffic control center, including CCTV, dynamic message signs, data collection, and communication systems.

Conducts manual counting surveys to determine traffic volume, type of vehicles, and turning movements of vehicles.

Places portable automatic counting machines at designated sites, assures that counting machines are operating accurately, and collects data from machines.

Performs related work as required.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of algebra and plane geometry.

Knowledge of the techniques and devices used in collecting comprehensive data for a wide variety of traffic control services and studies.

Knowledge of the methods and criteria used in analyzing and presenting comprehensive traffic control data.

Knowledge of the use of standard types of traffic control devices such as signs, pavement marking, and signals.

Knowledge of benefit/cost analysis.

Knowledge of CADD and GIS equipment.

Ability to read and interpret highway construction plans and maps of the state highway system.

Ability to write technical reports and to effectively communicate orally and in writing.

Ability to establish and maintain effective working relationships with associates and the public.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as an Engineering Technician;

Three years of experience performing transportation engineering technical assignments, such as traffic control data collection, highway sign surveys, traffic signal inspection, materials sampling, testing, or inspection, construction inspection, bridge inspection, survey work, utility relocation, roadway programs management, or roadway materials control; and graduation from high school;

                                                                                                                                                             or

One year of experience performing transportation engineering technical assignments, such as traffic control data collection, highway sign surveys, traffic signal inspection, materials sampling, testing, or inspection, construction inspection, bridge inspection, survey work, utility relocation, roadway programs management, or roadway materials control; and an Associate’s Degree in the field of mathematics, statistics, or a civil engineering technology;
