JOB TITLE: DIRECTOR, ENERGY AND RESOURCE MANAGEMENT OFFICE, DGS

JOB CODE: 11100

DEFINITION: This is highly responsible administrative and managerial work directing the Energy and Resource Management Office in the Department of General Services (DGS).

The employee in this job is responsible for acting as the principal advisor for the Commonwealth’s Guaranteed Energy Savings Act (GESA) program and managing facility maintenance and construction projects for DGS facilities. Work involves serving as the Commonwealth’s Energy Program Coordinator by planning, coordinating, implementing, and tracking the results of GESA projects across the enterprise and developing and implementing energy conservation policies, procedures, and standards. Work includes supervising a professional and managerial staff that oversees a diversified maintenance program and the planning and implementation of construction projects in DGS facilities.

Work also includes establishing and coordinating with a broad network of Commonwealth agencies and external entities to accomplish the objectives of the program areas. Work is reviewed by the Deputy Secretary for Property and Asset Management for overall effectiveness and satisfactory attainment of goals and objectives.

• Directs the Energy Services section that plans, coordinates, and oversees the GESA program across Commonwealth agencies.

• Oversees GESA-related initiatives across the Commonwealth to include managing the assessment of sites and energy saving opportunities and the review of bids, financing, project drawings and implementation, budget, investment returns, and adherence to post-construction protocols.

• Develops GESA program metrics and directs the monitoring, tracking, and reporting of project progress and potential issues.

• Develops, revises, recommends, and implements energy conservation policies, procedures, methods, and standards due to changes in technology, funding, and executive orders.

• Establishes and serves on GESA project review teams to evaluate Energy Services Company (ESCO) energy saving proposals.

• Oversees the review, evaluation, and resolution of issues related to capital and Job Order Contracting (JOC) projects in DGS facilities.

• Directs a diversified maintenance program and supervises the managers that oversee the operation, maintenance, repairs, and special projects for Heating Ventilation Air Conditioning (HVAC) refrigeration, building automation, plumbing, and high voltage electrical systems.

• Directs centralized utility billing and support services to Commonwealth agencies, including engineering services, utility bill reconciliation and management, energy rebate program assistance, utility system support, and energy saving calculations for projects.

• Oversees the administration of the DGS workorder system including data and reporting that supports the department’s operating and budgeting needs.

• Reviews staff recommendations on budgetary requirements for the fiscal year’s operations, maintenance, projects, and capital improvement budgets; conducts cost-benefit analyses; monitors ongoing expenses; and addresses budget issues.

• Attends leadership meetings and presents project updates, impacts to facility operations, and concerns raised by various stakeholders.

• Oversees management, operational, and ad hoc energy-saving and facility studies.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the methods, materials, tools, and technologies necessary to perform skilled HVAC, building automation systems, plumbing, or high-voltage electrical maintenance, repair, and construction work in commercial or industrial facilities.

• Knowledge of regulations, building codes, and the safety precautions necessary to perform skilled HVAC, building automation systems, plumbing, or high-voltage electrical maintenance, repair, and construction work in commercial or industrial facilities.

• Knowledge of laws, rules, regulations, and procedures impacting procurement and contracting functions.

• Knowledge of utility and energy industry best practices and technologies in commercial or industrial facilities.

• Knowledge of the principles and practices of employee supervision.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to plan and coordinate projects, including the necessary materials, labor, and sequence of work for projects involving multiple trades in commercial or industrial facilities.

• Ability to prepare and adhere to annual operating and project budgets.

• Ability to read and interpret construction, HVAC, plumbing, and electrical system blueprints, schematics, and related engineering drawings.

• Ability to analyze, research, and resolve highly specialized problems in commercial or industrial facilities.

• Ability to establish, implement, and monitor performance standards for construction projects and facility operations.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Three years of experience as a Facilities Operations Administrator 2 (Commonwealth title);

or

• Eight years of experience in commercial or industrial facility operations and construction projects that includes four years of experience supervising HVAC, building automation systems, plumbing, or electrical work;

or

• Four years of experience supervising HVAC, building automation systems, plumbing, or electrical work in commercial or industrial facilities and construction and a bachelor’s degree in HVAC, building automation engineering, electrical engineering, construction management, construction technology, or related field;

or

• An equivalent combination of experience and training that includes four years of experience supervising HVAC, building automation systems, plumbing, or electrical work in commercial or industrial facilities.
