DEFINITION:
This is professional managerial civil engineering work.
An employee in this job manages the activities of a central office engineering bureau section or district-wide activities for an engineering function such as the design or construction of several complex civil engineering projects, or traffic control of highways, or construction materials testing, or geotechnical sampling, analysis and design or county wide activities for the maintenance of highways and bridges. In a Department of Transportation (DOT) engineering district, the employee would function as a section chief or assistant construction engineer, or county manager for a medium sized county, as defined by complexity and frequency of maintenance problems, as measured by its linear and lane mileage, traffic volume, field personnel complement, routine budget and other factors. In a Department of Conservation and Natural Resources (DCNR) Field Engineering Office, the employee supervises the engineering design, construction, and inspection activities for all projects within the region. In a hydraulic engineering or civil structural engineering environment, the employee manages the activities of an engineering section involved in the design, review, construction, or research of hydraulic engineering projects. Employees in this job are professionally responsible for the engineering work performed by their unlicensed subordinates. Assignments are received with little or no technical instructions and employees proceed with independence in working out the details and organization necessary to complete projects. Work requires the independent selection of courses of action and the resolution of problems within the framework of broad engineering and administrative guidelines. Supervision is normally exercised over engineers, technicians, and/or inspectors. Work is reviewed by an administrative or technical supervisor for overall effectiveness and satisfactory completion of assigned projects.
EXAMPLES OF WORK:
In a transportation engineering environment, manages and monitors standards and quality assurance controls for the bridge management system, the roadway management system, or pavement evaluation from the DOT Central Office.
In a transportation engineering environment, manages and performs quality assurance activities associated with highway maintenance activities and maintenance program services from the DOT Central Office.

CIVIL STRUCTURAL PARENTHETICAL
Knowledge of the principles of civil engineering pertaining to the development of structural drawings and specifications including the use of various types of materials, i.e. steel, reinforced concrete, and timber.
Knowledge of the standard reference sources regarding the costs, principle applications, and characteristics of materials and equipment used in structural construction.
MINIMUM EXPERIENCE AND TRAINING:
Four years of professional civil engineering experience which includes three years in the appropriate speciality and one year of experience in directing the work of civil engineers.
NECESSARY SPECIAL REQUIREMENT:
Possession of a valid Professional Engineer license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists.
CONDITION OF EMPLOYMENT:
Certain positions will require possession of a valid driver’s license.
POST EMPLOYMENT REQUIREMENT:
For the Bridges and Transportation parentheticals, successful candidates with an out of state Professional Engineer license will be required to produce a valid Professional Engineer License issued by Pennsylvania within their initial six month probationary period.
