JOB TITLE: ASSISTANT DIRECTOR, BUREAU OF CAPITAL PROJECTS CONSTRUCTION, DGS

DEFINITION: This is administrative and managerial work assisting with the overall planning and operation of the Bureau of Capital Projects Construction, Department of General Services (DGS).
The employee in this job assists the director in planning, directing, and coordinating capital-funded construction projects to meet construction program goals and objectives. Work involves managing, through Construction Regional Directors, DGS, statewide capital-funded construction and renovation projects, assisting the director with managing the bureau’s budget, developing and implementing policy, and providing long-range planning and day-to-day administrative and technical direction. Work includes reviewing and approving final construction project designs; assessing scheduling, duration, and accuracy of cost estimates for on-going projects at various construction phases; meeting with project stakeholders to resolve issues; reviewing and approving change orders and extension requests; and ensuring compliance with laws, codes, and regulations. Work is performed under the general supervision of the bureau director and is reviewed through conferences and reports for overall program effectiveness.

• Plans, directs, and manages building construction and renovation projects.
• Reviews the final design plans of capital-funded construction projects to assess the project from a constructability standpoint, with emphasis on scheduling, duration, and accuracy of cost estimate prior to releasing the project to bid.
• Communicates with contractors, architects, engineers, project personnel, and representatives of client agencies to facilitate discussion and resolution of any problems that develop on a project.
• Reviews and approves extension of time requests.
• Monitors and reviews project progression to ensure compliance with fiscal allocations and schedule milestones and reports status and remediation updates to the project team, stakeholders, and executive staff.
• Reviews and approves or disapproves change orders in accordance with internal policy.
• Ensures compliance with laws, codes, regulations, and departmental procedures throughout regional project portfolios and oversees structured evaluations for performance, non-compliance, and deficiencies.
• Investigates deficiencies based on the established performance matrix, analyzes findings, and determines the course of corrective action.
• Assists the director in managing the annual budget and coordinates with the director, deputy secretary, and the Capital Programs Fiscal Office to resolve budgetary issues.
• Monitors project development to ensure effective fiscal controls and reporting are in place and incorporates appropriate risk management practices related to renovation and construction projects.
• Works cross-functionally with internal teams and key stakeholders to integrate project management services across a comprehensive statewide portfolio of projects.
• Evaluates, develops, and implements construction project management processes and tools.
• Attends meetings and represents the department in the absence of the director.
• Travels to project sites.
• Operates motor vehicles.
• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of laws, codes, regulations, policies, practices, and safety precautions related to general building construction.
• Knowledge of general building construction design, problem recognition, and resolution.
• Knowledge of budgetary principles and practices involved in building construction and renovation programs.
• Knowledge of report writing related to building construction and renovation projects.
• Knowledge of the principles and practices of project management.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Knowledge of the principles and practices of employee supervision.
• Ability to read and interpret laws, codes, regulations, policies, procedures, and legal guidelines.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Seven years of professional experience in the construction and renovation of a wide variety of large commercial or institutional buildings and related construction projects, including four years of supervisory experience;
or
• An equivalent combination of experience and training that includes four years of professional supervisory experience.
SPECIAL REQUIREMENTS:
• This position requires possession of an active motor vehicle license.
