JOB TITLE: DIRECTOR OF CAPITAL PROJECTS CONSTRUCTION, DGS

JOB CODE: 11180

DEFINITION: This is managerial work directing the Bureau of Capital Projects Construction in the Department of General Services (DGS).

The employee in this job serves as the Director of the Bureau of Capital Projects Construction and the principle advisor on capital-funded construction projects. Work involves managing, through Construction Regional Directors, DGS, statewide capital-funded construction projects on all phases of building construction and renovation with in-house staff and outside contractors and professionals. Work includes responsibility for managing the bureau’s budget; policy and procedure development and implementation; and the on-going review, timely scheduling, and completion of commonwealth capital-funded building construction projects under DGS’ jurisdiction. The employee in this job is also responsible for ensuring compliance with applicable laws, codes, and regulations; that timeframes are adhered to; issues are resolved; and adherence to project design specifications and budget. Supervision is exercised over Construction Regional Directors, and technical and administrative staff. Work is performed under the general supervision of the Deputy Secretary for Public Works. Work is reviewed for customer satisfaction and attainment of overall objectives through continuing evaluations of a performance matrix, program effectiveness, and results achieved.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.):

• Plans, coordinates, and directs all aspects of the construction of capital-funded projects.

• Develops policy relative to the planning and organizing of construction activities for commonwealth buildings and other capital improvements.

• Reviews the final pre-bid design of capital projects from a constructability standpoint including project scheduling, duration, and cost estimate accuracy.

• Ensures construction projects remain within budget throughout each phase.

• Ensures the identification and resolution of issues throughout each project phase.

• Communicates with and ensures bureau staff coordinate with project teams regarding budget constraints to include the pre-construction design managers, client agencies, outside professional contractors, construction project managers, and assistant construction project managers.

• Oversees and ensures contractors’ critical path method (CPM) schedules are reasonable, that issues are addressed, and that schedules are approved prior to approving payments.

• Pro-actively address issues to avoid project delays and ensures on-going communication between all parties until project completion.

• Oversees and ensures construction projects are in compliance with an established performance matrix.

• Oversees and ensures adherence to project scope and document changes.

• Manages and ensures funding is secured and maintained throughout the project life cycle.

• Oversees and/or participates in negotiation settlements and dispute resolutions.

• Attends meetings and represents the department in the absence of the Deputy Secretary for Public Works and keeps him/her apprised of project status, issues, concerns, and related items.

• Develops, directs, and implements the bureau’s long-range plans.

• Manages the bureau’s budget and approves expenditures.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organization requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of general engineering principles and practices applied in the planning, location, design, and construction of building projects.

• Knowledge of laws, codes, regulations, policies, and practices related to general building construction.

• Knowledge of general building construction design, problem recognition, and resolution.

• Knowledge of budgetary principles and practices involved in building construction and renovation programs.

• Knowledge of report writing related to building construction and renovation projects.

• Knowledge of the principles and practices of project management.

• Knowledge of the principles and practices of employee supervision.

• Ability to interpret and apply applicable laws, codes, regulations, policies, procedures, and legal guidelines.

• Ability to communicate effectively in writing.

• Ability to communicate effectively verbally.

• Ability to establish and maintain effective working relationships.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. • Knowledge of commonwealth policies, procedures, and processes on construction project management.

• Ability to exercise initiative and judgment in developing, interpreting, and implementing policies and procedures and in analyzing and evaluating the effectiveness of programs.

• Ability to coordinate activities of program areas and resolve conflicts.

• Ability to prepare a program area budget and to analyze and control expenditures.

• Ability to plan, direct, and oversee the work of a large staff.

• Ability to negotiate with stakeholders.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Eight years of professional experience in the construction and renovation of a wide variety of large commercial or institutional buildings and related construction projects, including five years in a supervisory capacity;

or

• An equivalent combination of experience and training including five years in a supervisory capacity.

SPECIAL REQUIREMENT:

• The employee in this position is required to possess an active Pennsylvania non-commercial Class C driver’s license or equivalent.
