HIGHWAY ADMINISTRATION PROGRAM MANAGER 2

DEFINITION:

This is professional managerial engineering work directing the statewide bridge design or asset management program within the Department of Transportation’s Highway Administration.

An employee in this job plans, directs, and administers all activities associated with a Highway Administration division which is characterized by complex technical program activities and responsibilities. Work involves managing the bridge design criteria and construction standards; quality assurance reviews of bridge designs; the development, maintenance and use of bridge engineering computer software; and the development and evaluation of structural materials and product fabrication or managing the testing and inspection of roadway and bridge assets, the enhancement and maintenance of the roadway and bridge management systems, and the programming and analysis of roads and bridges. Work also involves formulating, recommending and implementing engineering policy for statewide service activities; directing the development of procedures and technical standards; and providing statewide consultative services and technical expertise to the engineering districts, consultants, executive offices, and central office staff. Supervision is exercised over subordinate managers responsible for carrying out division programs. Work is evaluated by the Bureau Director for attainment of goals and objectives.

EXAMPLES OF WORK:

Plans, directs, manages, and coordinates all division activities.

Formulates, recommends and implements statewide highway administration policies, procedures and standards.

Oversees the related activities of the engineering districts, central office bureaus, consultants, contractors, Federal Highway Administration, American Association of State Highway and Transportation officials and various other technical and professional agencies and organizations.

Manages the development and implementation of bridge design criteria, standards and construction specifications; reviews quality control plans for bridge design and construction for use by the engineering districts; and oversees the development of new cost reducing bridge design concepts.

Administers the review and approval of preliminary plans, foundation plans, final design, and contract proposals for all interstate, major, and complex bridges.

Administers the review of in-depth inspection reports for existing interstate, major and complex bridges, and makes design and construction recommendations for their repair, rehabilitation, or replacement.

Administers the statewide design, production, testing, and inspection of pre-stressed concrete bridge beams and all types of precast concrete units, including concrete pipe, and inspection of structural steel bridge fabrication.

Directs the development, implementation and maintenance of strategic and tactical plans for statewide pavement and bridge management.

Develops and provides asset management data to Municipal Planning Organizations/Rural Planning Organizations (MPOs/RPOs) to ensure regional planning partners have the necessary information to program improvements on deficient roads and bridges.

Oversees the Statewide Safety Inspection Quality Assurance program for all engineering districts through the formulation and implementation of statewide engineering policies for the inventory, inspection, management, and maintenance of bridges.

Manages the monitoring of the project delivery process to ensure programmed projects are delivered in a timely manner and in accordance with the established asset management model.

Serves as a Department expert witness on engineering matters.

Advises or collaborates with the Department's Chief Counsel to address issues related to policies, services, and activities.

Prepares the division budget in conjunction with business plan needs.

Represents the Department, the Deputy Secretary, or the bureau director as a technical representative in dealing with federal, state, or local officials or agencies at meetings, conferences or public events.

Performs the full range of supervisory duties.

An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES:

Knowledge of engineering principles and practices.

Knowledge of the authoritative reference materials and the state and federal legislative and regulatory references applied to the design of highway and bridge projects.

Knowledge of the principles and practices of transportation engineering research and development.

Knowledge of budgetary practices and procedures.

Knowledge of the principles and practices of supervision.

Ability to analyze, evaluate, and interpret written materials, including highway regulations, policies, procedures, design plans and specifications.

Ability to analyze and interpret data.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING:

One year as a Highway Administration Program Manager 1;

                                                                                                                                            or

Six years of professional experience in the design, construction or maintenance of highways, bridges, traffic systems or other comparable structures, or in the administration of related transportation programs, that includes four years in a managerial capacity or directing the work of civil engineers;

                                                                                                                                           or

An equivalent combination of professional experience and training that includes four years in a managerial capacity or directing the work of civil engineers.

CONDITIONS OF EMPLOYMENT:

Certain positions may require possession of a valid Professional Engineer license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists or a reciprocal jurisdiction where there can be no exemption from such licensure, as defined under Section 5, Exemption from Licensure, of the Professional Engineers Registration Law as amended.

Certain positions may require possession of a valid PA non-commercial Class C driver’s license or equivalent.
