HIGHWAY ADMINISTRATION PROGRAM MANAGER 3
DEFINITION:
This is professional managerial engineering work directing the statewide project delivery, materials and construction acceptability or safety and traffic operations programs within the Department of Transportation’s Highway Administration.
An employee in this job plans, directs, and administers all activities associated with a Highway Administration division that is characterized as having diverse, complex, and highly technical programs and responsibilities. Work involves managing the development of new design criteria and management of project delivery which address increasingly more difficult congestion and infrastructure improvement needs; the development of highly complex and innovative construction and material acceptance programs; or the implementation and adaptation of intelligent transportation systems and improved highway safety practices. Work also involves formulating, recommending and implementing engineering policy for statewide service activities; directing the development of procedures and technical standards; and providing statewide consultative services to the engineering districts, consultants, executive offices, and central office staff. Supervision is exercised over subordinate managers responsible for carrying out division programs. Work is evaluated by the Bureau Director for attainment of goals and objectives.
EXAMPLES OF WORK:
Plans, directs, manages, and coordinates division activities.
Formulates, recommends and implements statewide highway administration policies, procedures and standards.
Oversees the related activities of the engineering districts, central office bureaus, consultants, contractors, Federal Highway Administration, American Association of State Highway and Transportation officials and various other technical and professional agencies and organizations.
Establishes and administers Department criteria, processes, and standards for preliminary engineering including highway, bridge, and waterways; environmental clearances; right-of-way, utilities, grade crossing, and surveys; design and construction contracting for highway and bridge projects; design and construction specifications and design manuals/publications; and CADD engineering computing, drafting, and graphical presentation.
Directs the development and revisions of manuals and policy letters related to highway design, highway specifications, highway construction standards, and overall project management to ensure Department staff, consultants, and contractors have the appropriate guidance to ensure timely and accurate delivery of state and local projects.
Directs the quality assurance reviews of preliminary engineering studies and technical reports, environmental impact statements and related environmental documents, public hearing transcripts, and right-of-way and construction plans.
Ensures the adequacy of presentation; accuracy of data; conformance to design standards and criteria; consideration of social, economic and environmental factors; engineering practices; soundness of conclusions/recommendations; and adherence to transportation safety during the review of plans and contract documents.
Directs photogrammetric and survey programs to include all in-house and contracted operations of aerial photography, geodetic surveys, CADD mapping, and liaison functions.
Initiates and directs the research, development, and implementation of the use of new or altered materials, the testing techniques, and related changes to construction procedures.
Plans, organizes, and administers the statewide quality control testing program for highway construction materials and its integration with other phases of the highway construction program.
Administers the geotechnical engineering program including geotechnical related design and construction policies involved with complex design and construction activities.
Directs, analyzes, and evaluates quality assurance reviews and coordinates the resolution of construction and materials problems for engineering districts.
Plans and administers the development and continued maintenance of engineering systems and applications incorporating the operational and informational requirements of Highway Administration organizations.
Directs the development and implementation of a public information program in support of highway safety, intelligent transportation systems, travel information systems and traffic management centers.
Directs the statewide traffic engineering and operations activities including permit issues, work zone safety and specifications for traffic signs, signals, and pavement markings.
Directs safety programs involving crash analysis and reporting; the disbursement of federal and state funds in the form of grants and assistance for safety; and the risk management program to reduce the potential for tort suits.
Serves as a Department expert witness on engineering matters.
Advises or collaborates with the Department's Chief Counsel to address issues related to policies, services, and activities.
Prepares the division budget in conjunction with business plan needs.
Establishes internal operating procedures, plans and organizes work, assigns work, determines work priorities and reviews work performance.
Represents the Department, the Deputy Secretary, or the bureau director as a technical representative in dealing with federal, state, or local officials or agencies at meetings, conferences or public events.
Performs the full range of supervisory duties.
An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES:
Knowledge of engineering principles and practices.
Knowledge of the authoritative reference materials and the state and federal legislative and regulatory references applied to the design of highway and bridge projects.
Knowledge of the principles and practices of transportation engineering research and development.
Knowledge of budgetary practices and procedures.
Knowledge of the principles and practices of supervision.
Ability to analyze, evaluate, and interpret written materials, including highway regulations, policies, procedures, design plans and specifications.
Ability to analyze and interpret data.
Ability to establish and maintain effective working relationships.
Ability to communicate effectively orally.
Ability to communicate effectively in writing.
MINIMUM EXPERIENCE AND TRAINING:
One year as a Highway Administration Program Manager 2;
or
Seven years of professional experience in the design, construction or maintenance of highways, bridges, traffic systems or other comparable structures in the administration of related transportation programs, that includes four years in a managerial capacity or directing the work of civil engineers;
or
An equivalent combination of professional experience and training that includes four years in a managerial capacity or directing the work of civil engineers.
CONDITIONS OF EMPLOYMENT:
Certain positions may require possession of a valid Professional Engineer license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists or a reciprocal jurisdiction where there can be no exemption from such licensure, as defined under Section 5, Exemption from Licensure, of the Professional Engineers Registration Law as amended.
Certain positions may require possession of a valid PA non-commercial Class C driver’s license or equivalent.
