CONSTRUCTION COST TECHNICIAN 2

DEFINITION: This is advanced technical work in computing the quantities and costs of materials used in the construction of highways, bridges, structures, or dams or other water conservation projects.

An employee in this class independently analyzes drawings of highways, bridges, structures, or dam or other water conservation projects, and is responsible for recognizing and resolving discrepancies among approved plans, construction reports, and contractors' statements, or performs work of equivalent scope and complexity in a central office function, such as extracting, reviewing and preparing program data from various sources of information, and establishing sequential phasing of programs so that uniform transition and FHA authorization can be obtained. May function as the lead worker in the preparation of sketches of highways, bridges, structures, or dam or other water conservation projects, and the division of each sketch into geometric units. Work is characterized by construction cost estimates on a wide variety of materials used on complex construction projects.

An employee in this class is also responsible for the final audit and technical review in the computation of quantities and cost estimates. Work is assigned with general instructions by a technical manager and is reviewed upon completion for accuracy of judgment applied in resolving conflicting information and for overall quantity and quality of completed assignments.

EXAMPLES OF WORK: Sketches, analyzes and calculates the quantities of materials used in the construction of highways, bridges, structures, or dam or other water conservation projects, where computation is markedly more difficult because of the nature of design.

Sketches, analyzes and calculates the quantities of all materials used on a wide variety of assigned construction projects.

Resolves conflicting information among approved plans, construction reports, and contractors' statements.

Reviews and/or prepares general summary forms showing amounts of each class of item used on construction projects and cost statements indicating final payments to contractors.

Interprets and extracts data and records quantities for the preparation of detailed cost estimates for Federal-aid projects.

Operates adding and calculating machines.

Responsible for the input, processing and distribution of all current and final estimate payments and work orders into a Computer Documentation System (CDS).

Work extensively with a computer for various information programs, i.e., Contract Management System (CMS), Statistical Analysis System (SAS), Fiscal Management Information System (FMIS), and Roadway Management System (RMS).

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the symbols used in preparing construction plans for highways, bridges, structures, or dam or other water conservation projects.

Knowledge of the principles and formulae applied in computing the areas and volumes of geometric figures.

Knowledge of the physical characteristics of materials used in highways, bridges, structures, or dam or other water conservation projects.

Ability to prepare as-built construction drawings.

Ability to analyze sketches of structures, divide sketches of construction materials into geometric units, and calculate volumes rapidly and accurately.

Ability to interpret construction plans, reports, and specifications.

Ability to operate standard adding and calculating machines.

Ability to deal effectively with subordinates, construction and design engineering personnel, contractors' representatives, and representatives of the Federal government.

MINIMUM EXPERIENCE AND TRAINING: One year as a Construction Cost Technician 1.

Two years of experience in the computation of construction quantities.

One year of experience in the computation of construction quantities and an associate's degree in an appropriate engineering technology.

                                                                                                                                                  or

Any equivalent combination of experience and training.
