CONSTRUCTION COST MANAGER
DEFINITION: This is supervisory work in determining the quantities and costs of construction materials used in the construction of highways, bridges, structures, or dams or other water conservation projects.
An employee in this class is responsible for supervising the computation of costs of construction materials used on highways, bridges, and related structures in a highway engineering district; or for supervising and performing work of equivalent scope and complexity in a central office function. Work in an engineering district includes the analysis of approved plans, construction reports, and contractors' statements supporting requests for payment; and the
identification and resolution of conflicting data to establish the quantities for which payment shall be authorized to construction contractors. Work in a central office function would include duties such as reviewing, analyzing and
concurring in award or rejection letters submitted by the districts in relation to construction contracts let by the Department of Transportation. Also, the reviews and interpretation of all non- CA Engineer Estimators and CA Agreement Estimates. Also developing and comparing unit cost and totals on construction cost estimates of complex projects under CMS, and other similar duties and responsibilities. Supervision is exercised over a technical staff engaged in the various aspects of construction cost estimating. Work is assigned in the form of general objectives periodically reviewed by a professional superior for overall effectiveness.
EXAMPLES OF WORK: Supervises the complete processing of all construction engineering cost and quantity documents.
Plans the processing of work, establishes priorities, and supervises and participates in the analysis of complex sketches and the division of each sketch of construction materials into geometric units.
Supervises the computation of the quantities of materials used in the construction of highways, bridges, structures, or dam or other water conservation projects.
Supervises the training of personnel engaged in analyzing sketches, computing quantities, and assembling data.
Supervises the preparation of cost estimates, distribution of project working time, and determination of minimum equipment requirements for proposed construction projects.
Confers with construction engineers, design engineers, and construction contractors representatives to resolve conflicting reports and establish the quantities of materials for which payment shall be authorized.
Assists in the development of Statistical Analysis System (SAS) programs, which includes programming and making program corrections.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the symbols used in preparing construction plans for highways, bridges, structures, or dam or other water conservation projects.
Knowledge of the principles and formulae applied in computing the areas and volumes of geometric figures.
Knowledge of the physical characteristics of materials used in highways, bridges, structures, or dam or other water conservation projects.
Knowledge of the principles applied in the design of highways, bridges, structures, or dam or other water conservation projects.
Knowledge of surveying as it relates to construction.
Knowledge of the principles of office management pertaining to the organization and proper utilization of personnel and equipment.
Knowledge of the various computer software systems utilized in the computation of construction quantities, i.e., Contract Management System (CMS), Statistical Analysis System (SAS), Fiscal Management Information System (FMIS), and Roadway Management System (RMS).
Ability to analyze sketches of structures, divide sketches of construction materials into geometric units, and calculate volumes rapidly and accurately.
Ability to interpret construction plans, reports, and specifications.
Ability to operate standard adding and calculating machines.
Ability to deal effectively with subordinates, construction and design engineering personnel, contractors' representatives, and representatives of the Federal government.
MINIMUM EXPERIENCE AND TRAINING: Two years of experience as Construction Cost Technician 2.
or
Four years of technical experience in the computation of construction quantities which has included experience in using the various computer software systems utilized in the computation of construction quantities.
or
Three years of experience in the computation of construction quantities and an associate's degree in an appropriate engineering technology.
or
Any equivalent combination of experience and training.
