JOB TITLE: SAFETY SPECIALIST MANAGER

SERIES NATURE OF WORK: The Safety Specialist job series describes work in managing agency safety programs.

DEFINITION: This is professional managerial work in planning and directing agency-wide transportation, workplace, or employee related safety programs.

An employee in this job is responsible for directing and managing, the development and implementation of comprehensive agency-wide safety programs. Work includes ensuring programs are in accordance with federal and state laws, regulations, standards, and directives; directing the administration of all phases of safety related programs; developing or directing the development of operational and administrative safety program policies and procedures; and evaluating safety training, policies, and procedures to ensure implementation and overall program effectiveness. Supervision is exercised over Safety Specialist Supervisors or other professional safety program staff. Work is performed with considerable independence and is reviewed by a higher-level manager through conference and reports for program effectiveness, and for goals and objectives attained.

DISTINGUISHING CHARACTERISTICS:

• Work is differentiated from the lower-level job based on the supervision of Safety Specialist Supervisors or positions at a comparable level and the responsibility for the development and implementation of comprehensive agency-wide safety programs.

• Directs the development, coordination, and implementation of agency-wide safety and training programs.

• Plans and directs safety programs, and ensures they are in accordance with federal and state requirements and with department policies and procedures.

• Develops and recommends new policies and procedures to improve the effectiveness of the safety program.

• Reviews and analzyes accident and injury data to determine the effectiveness of agency programs and to identify areas requiring improvement; works closely with managers and other representatives to determine recommendations and corrective actions.

• Directs the monitoring of programs on-site to ensure compliance with all components of the Accident/Injury Prevention Program (AIPP).

• Oversees the worksite inspection program and ensures worksite inspections are completed and hazards are identified and corrected.

• Manages the Agency Continuity of Operations Plan (COOP) and ensures that facilities comply with COOP requirements.

• Ensures that safety committees have appropriate representation and ensures that members have received required safety committee training.

• Coordinates responses to reports or incidents of unhealthy or unsafe working conditions.

• Develops, implements, and conducts safety related training.

• Assesses training needs and ensures trainings contribute toward meeting the goals of the agency and its strategic agenda.

• Performs the full range of supervisory duties.

• Employees in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the underlying human factors and behaviors affecting safety.

• Knowledge of the basic principles, practices, and techniques of administering a safety program.

• Knowledge of the methods and techniques used in collecting, reviewing, analyzing, and interpreting data.

• Knowledge of the basic principles and practices of employee training as they relate to accident prevention, fire prevention, and safety.

• Knowledge of basic safety investigation interview procedures and techniques used to obtain information from individuals.

• Knowledge of highway maintenance or highway construction work zone safety procedures.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Knowledge of the principles and practices of employee supervision.

• Ability to read and interpret safety guidelines and other procedures.

• Ability to prepare technical analyses and recommendations.

• Ability to identify, evaluate, and correct employee safety hazards.

• Ability to analyze work zone safety procedures and make recommendations for improvements.

• Ability to prepare safety investigation reports.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year as a Safety Specialist Supervisor (commonwealth title);

or

• Three years of professional experience in conducting safety inspections, safety investigations, or safety training, which includes, or is supplemented by, one year in a supervisory capacity,

or

• An equivalent combination of experience and training which includes, or is supplemented by, one year in a supervisory capacity.

SPECIAL REQUIREMENTS:

• Certain positions must obtain an active Advanced Safety Certificate issued by the National Safety Council’s Safety Training Institute within two years of starting in this job.
