TRANSPORTATION PLANNING SPECIALIST SUPERVISOR

DEFINITION: This is professional supervisory work in transportation planning and programming in the Department of Transportation involving highway, mass transit, aviation, rail freight, port, or waterway systems.

An employee in this job supervises the development, update, and maintenance of statewide, regional, or district-wide transportation plans and programs. Work involves supervising the development of project program schedules, funding plans and budgets; preparing reports relative to these plans and programs; working with local agencies who assist in plan and program development; collecting transportation planning and programming data; assigning of traffic volumes to proposed highway locations; supervising the conduct of transportation studies; providing strategic management support; or performing highway functional classification activities. In the Central Office work includes responsibility for a specific planning and programming function throughout the state, or regional responsibility for all programs. In an Engineering District Office, an employee in this job oversees and participates in the coordination, preparation, and presentation of data required for all transportation planning and programming functions within the district. This includes overseeing the planning, programming, and maintenance of current data in transportation planning systems, the development of the Highway Restoration Program, the Twelve Year Program, and the Safety and Mobility Initiative. Work also involves the review of various segments of planning and programming related reports, studies, documents, and recommendations. Work is performed with considerable independence with general instructions received from a manager who reviews work upon completion for adherence to technical standards, policies, and results obtained.

EXAMPLES OF WORK: Supervises the development and update of the Twelve Year Program, Annual Obligation Plan, Letting Schedules, or Capital Budgets.

Monitors implementation schedules for key economic development projects.

Coordinates the implementation of activities identified in the annual regional area unified planning work programs, including verification of compliance with contract provisions in force between the agency, an Engineering District, or outside agencies.

Supervises strategic planning studies related to varied aspects of the organization.

Develops and monitors the annual transportation planning and programming work program and budget.

Supervises the review and analysis of financing mechanisms in state and federal legislation.

Supervises the collection and analysis of traffic, truck weight, speed, and highway classification data for use in highway corridor and location studies and for input and maintenance in statewide computer information systems.

Supervises the preparation and presentation of written and oral reports for agency and local decision makers on projects, programs, and issues demanding attention.

In an Engineering District environment, functions as a unit supervisor over transportation planning specialists or other technical personnel.

Performs the full range of supervisory duties.

An employee in this job participates in the performance of subordinates’ work consistent with operational and organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and objectives of transportation planning and programming.

Knowledge of the techniques and procedures involved in the collection, analysis, and evaluation of transportation planning data.

Knowledge of project planning methods and techniques.

Knowledge of demographic, socio-economic, and land-use survey methods and analytical techniques.

Knowledge of statistical sampling techniques.

Knowledge of algebra and basic statistics.

Knowledge of the use and functionality of industry standard software application programs, such as word processing, spreadsheet, e-mail and database.

Ability to apply and interpret transportation planning principles and techniques to transportation planning studies and programs.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: One year as a Transportation Planning Specialist 1;

                                                                                                                                         or

Two years of professional transportation planning or transportation programming experience, and a bachelor's degree in civil engineering, environmental engineering, electrical engineering, mathematics, statistics, planning, computer science, or geography;

                                                                                                                                        or

An equivalent combination of experience and training.
