TRANSPORTATION PLANNING MANAGER

DEFINITION: This is managerial transportation planning and programming work in developing, monitoring, and evaluating major transportation plans, projects, and programs in the Department of Transportation involving highway, mass transit, aviation, rail freight, port, or waterway systems.

An employee in this job manages subordinate planning supervisors, specialists, or technicians in transportation planning programs. In the Central Office, an employee directs the planning or programming of a major segment of the transportation program; the conduct of strategic planning studies and strategic management support activities; and the implementation of major transportation plans, projects, and programs. In an Engineering District Office, an employee in this job develops,coordinates, monitors, and manages the district’s planning and programming function in addition to another district-wide program of similar complexity. In both environments, work involves managing the work of subordinate transportation planning specialists and technicians involved in the collection, organization, and analysis of data required to develop projects, planning studies and programs, research programs, transportation programs, and transportation management systems. Work is focused on supporting the achievement of agency or district goals and objectives and on providing products which facilitate decision-making. Work is assigned in the form of broad objectives and policy statements and is reviewed upon completion for adherence to overall policy and
objectives.

EXAMPLES OF WORK: Directs the development and funding of a statewide research program or transportation program.

Schedules project implementation in the area of highway construction and restoration, bridge rehabilitation or replacement, safety, public transportation, mass transit, rail freight, and airport development consistent with state funding capabilities.

Directs the development and updating of the Twelve Year Program, Annual Obligation Plan, Letting Schedules, or Capital Budgets.

Directs the conduct of strategic planning studies related to varied aspects of the organization.

Directs the development and monitoring of the annual transportation planning and programming work.

In an Engineering District environment, directs the implementation of the District’s various transportation and planning programs, the highway restoration program, the Twelve Year Program, the Safety and Mobility Initiative program, and a district-wide program of similar complexity.

Coordinates the development of the District Four Year Business Plan budget or transportation management systems.

Directs the development and update of the Department's multi-modal Twelve Year Program including development of program recommendations and program approval.

Directs all activities associated with the Metropolitan Transportation Planning Program, statewide rail, and airport plans.

Coordinates with federal, other state, and local agencies to ensure funding availability and project schedule adherence in metropolitan and rural areas.

Directs the review and analysis of financing mechanisms and state and federal legislation.

Directs the review, analysis, study, and development of transportation partnerships to fund key transportation projects.

Directs all activities associated with traffic data collection.

Manages the implementation of the transportation planning process in designated urbanized and rural areas.

Manages the preparation and presentation of written and oral reports for agency and local decision makers on projects, programs, and issues demanding attention.

Performs the full range of supervisory duties.

Participates in the performance of subordinates’ work consistent with operational and organizational requirements.

Performs related work as required.

REQUIRED KNOWLEGES, SKILLS, AND ABILITIES: Knowledge of principles and objectives of transportation planning and programming.

Knowledge of requirements and procedures for obtaining, documenting, and making effective use of funding for transportation projects and programs.

Knowledge of project planning methods and techniques.

Knowledge of the techniques of collection, validation, analysis, and projection of transportation planning data.

Knowledge of demographic, socio-economic, and land use survey methods and analytical techniques.

Knowledge of statistical sampling techniques.

Knowledge of algebra and basic statistics.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: One year as a Transportation Planning Specialist Supervisor;

                                                                                                                                                       or

One year of experience as a Transportation Planning Specialist 2;

                                                                                                                                                      or

Three years of professional transportation planning, transportation administration, or transportation engineering experience, and a bachelor's degree in civil engineering, environmental engineering, electrical engineering, mathematics, statistics, planning, computer science, or geography;

                                                                                                                                                      or

An equivalent combination of experience and training.
