PLANNING DIVISION MANAGER, TRANSPORTATION

DEFINITION:

This is managerial and administrative planning work in the Department of Transportation.

An employee in this class plans and manages the activities of the Non-Highway Program Development Division, the Twelve Year Program/Economic Development Division, or the Transportation Performance Monitoring Division. Work involves coordinating development of the Department's planning, programming, and project implementation programs as they relate to the 15 metropolitan areas of the Commonwealth, the twelve year transportation program process, or the monitoring of transportation systems performance. Work includes the development of program guidelines and schedules, funding analysis, project recommendations, and program approval by the Strategic Management Committee, the Executive Committee, and the Program Management Committee. Work involves directing a staff of professional managers and technical personnel engaged in these activities. Work is performed with considerable independence under the general supervision of the bureau director and reviewed upon completion for adherence to policy and objectives.

EXAMPLES OF WORK:

Supervises subordinate Transportation Planning Managers in the development and implementation of plans, programs, and procedures that provide guidance for project planning and development to local planning officials, twelve year program development, or transportation systems performance monitoring.

Directs the preparation of up-to-date status reports and briefing papers for decision makers on all major plans, programs, and projects.

Directs all activities associated with the development, execution, and fulfillment of planning and research contracts required in the division.

Directs the development and management of the federal Attributable Urban System funding program and the Surface Transportation Urban Program for the Commonwealth's five metropolitan areas with populations over 200,000 for input to the Twelve Year Program.

Administers the development of the rural transportation planning program.

Directs the Department's twelve year transportation program for highway, bridge, rail, airport and transit projects.

Manages the development and administration of the Project Management System, and Project Inventory System.

Directs the development of the Department's data collection programs and conducts traffic analysis for major project development and business location decisions.

Establishes division objectives and procedures to ensure consistency with Departmental policies, objectives, and federal and/or state requirements.

Directs work assignments and evaluations of subordinates.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES:

Knowledge of the principles and objectives of strategic planning and management, transportation planning and programming, and air quality planning.

Knowledge of management principles and practices involving organizational structure, staffing patterns, and administrative control techniques.

Knowledge of the legislative and administrative requirements and procedures for securing and utilizing state and federal transportation funding.

Knowledge of algebra, basic statistics, and data interpretation.

Knowledge of computer capabilities and operations applicable to the assigned area of responsibility.

Ability to plan and administer policy and technical support activities and to organize and implement new initiatives in a manner which provides products to facilitate decision making.

Ability to manage, motivate and lead subordinate professional and administrative personnel.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING:

One year of experience as a Transportation Planning Manager;

                                                                                                                                                          or

Six years of progressively responsible professional experience in transportation engineering or planning, two of which were in a supervisory capacity, and a Bachelor's Degree in civil engineering, planning, statistics or mathematics. A Master's Degree in an appropriate field may be substituted for one year of non supervisory experience;

Any equivalent combination of experience and training which provides the required knowledges, skills, and abilities.
