JOB TITLE: TRANSPORTATION DISTRICT EXECUTIVE

JOB CODE: 11730

DEFINITION:

This is administrative and professional managerial or engineering work as the district executive in an engineering district in the Department of Transportation.

An employee in this job is responsible for the administration of all activities within a transportation engineering district characterized by complex engineering projects and wide public impact. Work involves administering the planning, development, and implementation of all transportation engineering, construction, traffic, and maintenance programs with emphasis on achieving public acceptance. Supervision is exercised over the entire district, including professional and technical employees engaged in the planning, design, construction, and maintenance of roads, bridges, and related structures. Work is assigned in the form of program objectives by the Deputy Secretary for Highway Administration and reviewed periodically for attainment of goals.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.):

• Serves as the Transportation District Executive of a transportation engineering district, including the management of all staff.

• Directs all programming, budgeting, personnel assignments, material acquisitions, equipment transfers, equipment maintenance, administrative reporting, and all operational functions performed by district personnel.

• Directs the planning of all work and supervises transportation personnel engaged in the development and accomplishment of programs in the areas of preliminary engineering, construction, traffic operations, and maintenance within a district.

• Consults with central office personnel regarding matters pertaining to highway and bridge design programs; construction, traffic, and maintenance activities; transportation planning; project delivery; congestion management; and environmental planning.

• Builds consensus with other districts, elected officials, and Metropolitan and Regional Planning Organizations to develop the Transportation Improvement Plan.

• Plans for and reacts to natural disasters which affect the district’s transportation system including snow emergencies.

• Maintains contact with public officials and private individuals in the assigned district.

• Provides transportation advice related to transportation activities to public jurisdictions within the district; participates in local transportation planning and development activities.

• Performs the full range of supervisory duties.

• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of transportation principles and practices applied in the location, design, construction, and maintenance of all types of highways, bridges, and other related structures.

• Knowledge of the principles and practices applied in inspecting workmanship and testing materials used in highways, bridges, and other related structures.

• Knowledge of the principles of effective supervision and administration.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. • Knowledge of the federal and Pennsylvania highway laws, regulations, policies, and practices relating to transportation engineering operations.

• Knowledge of departmental, administrative, and technical policies and practices.

• Knowledge of budgeting, fiscal management, management analysis, records management, and personnel administration.

• Knowledge of the principles and practices of public administration.

• Ability to develop rules, regulations, policies, and procedures for the administration of an engineering district.

• Ability to plan and administer the activities of a large group of professional, technical, trades, and other supervisory assistants working in widely varied and geographically dispersed activities.

• Ability to develop, interpret, and implement policies and procedures, and analyze and evaluate the effectiveness of programs.

• Ability to coordinate the activities of program areas and resolve conflicts as necessary.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Eight years of professional experience in the planning, design, construction, or maintenance of highways, bridges, or other comparable structures, including three years of experience in a supervisory or administrative capacity; and a bachelor’s degree in civil engineering;

or

• Eight years of professional experience in line or staff administration including three years of supervisory experience in at least two of the following areas: transportation planning, construction management, highway maintenance management, transportation engineering, management methods, personnel administration, records management, budgeting, or fiscal management, and a bachelor’s degree;

or

• An equivalent combination of experience and training with a minimum of three years supervisory experience in at least two of the following areas: transportation planning, construction management, highway maintenance management, transportation engineering, management methods, personnel administration, records management, budgeting, or fiscal management.

SPECIAL REQUIREMENT:

• Certain positions will require possession of an active Professional Engineer license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists or a reciprocal jurisdiction. These are positions where there can be no exemption from such licensure, as defined under Section 5, Exemption from Licensure, of the Professional Engineers Registration Law (as amended) or possession of a license in professional engineering gained through a formal examination in engineering administered by another public jurisdiction
