JOB TITLE: DIRECTOR, BUREAU OF STRATEGIC BUSINESS OPERATIONS, DOT

JOB CODE: 11755

DEFINITION: This is managerial and administrative work directing the review of department-wide operations to improve productivity and efficiency in the Department of Transportation (DOT).

The employee in this job directs the development of policies and systems to increase the productivity and efficiency of departmental activities by coordinating operational reviews of the department’s programs and organizations. Work involves leading and managing efforts in the development, oversight, and implementation of strategies and programming that optimize the department’s operations through increased efficiency and effectiveness. Work includes assisting with the development of the department’s business plan and strategic plan processes; evaluating and coordinating the implementation of department-wide quality and productivity improvements; designing and implementing customer survey and employee engagement strategies; applying advanced data analytics to research operational problems and to assess the effectiveness of implemented solutions; and providing guidance to program managers for the implementation of policy decisions. Work also includes directing statewide Tourism Services and Welcome Center operations. Supervision is exercised over a staff of professional and technical employees, and work is reviewed by the Deputy Secretary for Administration for overall effectiveness and attainment of objectives.

• Directs the development of policies, processes, and systems to identify and evaluate department-wide quality and productivity improvement initiatives and to support, monitor, and report on their implementation.

• Directs the analysis and development of quality and productivity improvements, performance measurements, organizational reviews, reengineering and benchmarking studies, and customer survey strategies.

• Directs the review of various options to modernize department programs, policies, and processes to provide faster and more efficient service to internal and external customers and reduce costs.

• Directs, leads, and supports innovation initiatives and related statewide projects that require coordination with other federal and state agencies and commissions.

• Directs the department’s participation in the State Transportation Innovation Council (STIC), which provides a forum for public and private sector partners to collaborate, review, adopt, and cultivate innovative technologies and techniques for project delivery.

• Directs the department’s Agility Program by analyzing, managing, coordinating, and implementing program initiatives and providing planning, technical advice, direction, and support for the program.

• Oversees the department’s employee engagement efforts, providing avenues for employee ideas, suggestions, and best practices to receive consideration for department-wide implementation and recognition.

• Advises agency executives on resolving operational issues that arise during the implementation of process improvements.

• Oversees the development of work products such as reports, presentations, and data analytical tools to advance department strategic initiatives internally and externally.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Six years of professional experience in transportation planning, public administration, or public transportation administration including two years in a supervisory capacity, and a bachelor’s degree;

or

• An equivalent combination of experience and training that includes two years of professional supervisory experience.
