JOB TITLE: DIRECTOR, TRANSPORTATION INNOVATIONS

JOB CODE: 11755

DEFINITION: This is managerial and administrative work directing the review of department-wide operations for conformance to plans, policies, and procedures in the Department of Transportation.

The employee in this job directs the development of policies and systems to increase the productivity and efficiency of departmental activities by coordinating operational reviews of the department’s organizations. As the lead change manager for the department, the employee is responsible for working with all levels of the organization to help incorporate continuous quality improvements into the culture of the organization. Work includes assisting with the development of the department’s business plan and strategic plan processes. Work also involves the evaluation and implementation of department-wide quality and productivity improvements, performance measurements, organizational reviews, benchmarking, and customer survey strategies. Additionally, the employee ensures communications plans are developed and implemented to align with department products and services. Guidance is provided to program managers for implementation of policy decisions. Supervision is exercised over a staff of professional and technical employees, and work is reviewed by the Deputy Secretary for Administration for overall effectiveness and attainment of objectives.

Directs the review of existing policies and development of pilot projects on topics such as effective resource utilization, costs associated with contracted staff, staffing levels, benchmarking, organizational specific training, and team management.

Directs the review of various options to transform department processes to provide faster and more efficient service to internal and external customers and reduce costs.

Directs joint initiatives with other agencies and commissions to coordinate resources and avoid duplication of efforts.

Directs the department’s participation in the State Transportation Innovation Council (STIC), which provides a forum for public and private sector partners to collaborate, review, adopt, and cultivate innovative technologies and techniques for project delivery.

Directs the review of practices and procedures in district offices and ensures consistency throughout the department.

Directs the review of all suggestions made through the department’s Idealink Program for efficiency and feasibility.

Directs the implementation of best practices through the department’s WorkSmart system.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

Knowledge of the principles and practices of conducting research.

Knowledge of the principles and practices of public administration.

Knowledge of report writing and preparation techniques.

Knowledge of transportation regulations, policies, and practices.

Ability to coordinate the activities of program areas and resolve conflicts as necessary.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

Six years of professional experience in transportation planning, public administration, public transportation administration, or communications, including two years in a supervisory capacity, and a bachelor’s degree;
