ROADSIDE TECHNICIAN 1
DEFINITION: This is technical work in all phases of roadside grounds and rest area construction or maintenance project inspection.
An employee in this class performs independent technical duties inspecting materials and workmanship on assigned phases of landscaping and soil erosion control activities on highway or roadside rest area construction projects or the inspection of all phases of a county maintenance organization's roadside development program to assure adherence to plans and specifications. Work involves explaining standard requirements for plans, contract requirements, and specifications for assigned operations to construction and maintenance personnel. An employee may be a lead worker over sub-technical personnel. Work is assigned by a technical supervisor who provides assistance and reviews work in progress and upon completion for adherence to technical standards and for results obtained.
EXAMPLES OF WORK: Serves as an independent inspector of contractor landscaping or soil erosion control work on an assigned section of a highway or roadside rest area construction project.
Inspects landscaping materials such as top soil, seed, mulch, trees, and sod for conformity with applicable specifications.
Inspects contractor landscaping methods and workmanship on such operations as seeding and mulching, erosion control, planting and transplanting, and selective tree removal and thinning for adherence to planting plans and other applicable standards and specifications.
Inspects county maintenance organization grass cutting, herbicide spraying, fertilization, reseeding, planting, erosion control, tree trimming, thinning and removal, roadside rest maintenance, and litter cleanup operations for adherence to standards and specifications.
Functions as the lead worker for a group of employees by distributing and interpreting work assignments, providing assistance, conducting on-the-job training, and reviewing the work for adherence to standards.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles of erosion control and landscaping. Knowledge of the proper use of fertilizers and soil supplements, herbicide sprays, tree removal and thinning equipment and methods, and chemicals used in treating outdoor restroom facilities.
Knowledge of the relationship of various landscaping and erosion control operations to the appropriate stages of construction.
Knowledge of the principles of landscape architecture, forestry, plant ecology, entomology, and horticulture, which apply to soil erosion control and the development and maintenance of roadside grounds and recreation areas.
Knowledge of basic high school biology and earth science.
Knowledge in the use of various plans and other landscaping materials and their placement in construction.
Ability to read and interpret highway construction plans and specifications.
Ability to interpret and explain simple landscaping and erosion control codes, plans, and specifications to construction or maintenance workers.
Ability to prepare progress reports.
Ability to establish and maintain effective working relationships with associates and construction and maintenance workers.
MINIMUM EXPERIENCE AND TRAINING: As associate degree in agricultural, forest, or landscape technology, or a related field.

One year of experience in technical landscaping, roadside development, or soil conservation work; and graduation from high school, or equivalent certification or formal training. Completion of a training program in roadside development inspection sanctioned by the using agency may be substituted for high school graduation.
