ROADSIDE SPECIALIST SUPERVISOR

DEFINITION: This is supervisory work in the development and maintenance of all roadsides and rest areas in an engineering district.

An employee in this class is responsible for directing all roadside development and maintenance activities that include rest area maintenance and rehabilitation, erosion control and landscape design activities in an engineering district. Work involves developing and supervising the district-wide herbicide, tree trimming and removal, roadside revitalization, and roadside rest maintenance programs. Employees evaluate reconstruction development proposals for roadside areas; prepare the roadside allotment for the district budget; and develop and supervise landscape and erosion control projects. An employee is required to establish a course of action based upon specialized technical knowledge and experience from a number of program options. Work is reviewed by an administrative superior who provides program objectives and reviews completed work for conformance with policy and results obtained.

EXAMPLES OF WORK: Directs the roadside development program in an engineering district.

Provides technical assistance to highway designers in preparation of plans, specifications and estimates for erosion-control plans, material estimates and scope of roadside development projects which include grading, filling, sloping, seeding, sodding and mulching.

Directs roadside development construction inspection activities on highway landscaping or roadside rest area construction projects.

Prepares roadside allotment for inclusion in district budget.

Directs the control of noxious weeds and brush through herbicide spraying, and evaluates the results of the program.

Provides for the inspection of plant material at nursery sites for adherence to specifications with respect to disease, insects, fungi, weeds, and root systems.

Advises County maintenance personnel concerning the development of annual herbicide, tree trimming and removal, mowing, planning and rest area maintenance programs.

Directs the development and implementation of the district-wide herbicide, brushing, tree trimming and removal, mowing, and rest area maintenance programs.

Supervises the preparation and administration of contract agreements for work performed by vendors relative to roadside development and maintenance programs.

Prepares trainee work plan, makes work assignments and monitors programs against plan.

Performs other related duties as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of those phases of landscape architecture, forestry, plant ecology, entomology and horticulture which apply to soil erosion control and roadside development activities.

Knowledge of the relationship between erosion control principles and the stages of highway design, construction and maintenance.

Knowledge of the proper use of fertilizers and soil supplements, herbicide sprays, pesticide application, tree removal and thinning equipment and methods and rest area maintenance procedures.

Knowledge of sewage and water quality testing standards.

Ability to learn to prepare specifications, cost estimates and roadside maintenance plans for contract proposals.

Ability to learn to apply purchasing agreement procedures.

Ability to read, interpret and explain those aspects of highway construction plans and specifications relative to roadside development activities.

Ability to communicate to operation managers the technical aspects of the roadside development program, both orally and in writing.

Ability to evaluate established performance standards against actual performance for roadside development and maintenance programs.

Ability to oversee the work of contractors and laborers related to all roadside maintenance and development programs.

Ability to supervise subordinates.

MINIMUM EXPERIENCE AND TRAINING: One year as a Roadside Specialist 1;

                                                                                                                                                       or

A Bachelor's Degree in agronomy, botany, forestry, horticulture, or a closely related field; and one year of experience in technical landscaping and roadside development activities.

Three years of experience in technical landscaping and roadside development activities; and an Associate Degree in agronomy, botany, forestry, horticulture or a closely related field.

                                                                                                                                                     or

Any equivalent combination of experience and training.
