UCC BUILDING PLANS EXAMINER SUPERVISOR
DEFINITION: This is administrative, supervisory and technical work managing the Building Plans Examination Program in compliance with the Uniform Construction Code (UCC) and other applicable state laws and regulations.
The employee in this class directs, coordinates and administers the examination and approval of architectural plans and specifications pertaining to the construction, alteration and use of industrial, commercial, assembly, educational, health care, institutional, and other public and private buildings to determine compliance with building, accessibility, fire safety, energy conservation, electrical, mechanical, plumbing and other codes required under the UCC. Work involves directing and supervising UCC Building Plans Examiners, UCC Building Plans Variances Reviewers and clerical staff; reviewing, analyzing and developing program policies and operating procedures; and performing public outreach efforts to provide information and gain support for program objectives. Work is performed independently under the general direction of the Buildings Division Occupational and Industrial Safety Administrator and within the framework of regulations and policies, and is reviewed through observation of effectiveness of program activities.
EXAMPLES OF WORK: Reviews program policies and operating procedures.
Develops policies and operating procedures to meet the needs of the program.
Conducts meetings periodically with staff to disseminate information and address code related issues.
Prepares correspondence and reports related to program activities.
Speaks publicly to gather or give information and gain support for program objectives.
Resolves complaints and problems from subordinates and the general public.
Employees in this class may participate in the performance of their subordinates’ work consistent with operational and organizational requirements.
Performs the full range of supervisory duties.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the Uniform Construction Code, the Fire and Panic Law, the Universal Accessibility Standards, the Building Energy Conservation Law, the Dry Cleaning Law, the Grandstand and Bleacher Law and all other applicable state safety laws and regulations.
Knowledge of building design and construction practices pertaining to industrial, commercial, health care, institutional, and other public and private buildings.
Ability to plan, organize and direct the work of others.
Ability to learn to evaluate employee performance and prepare Employee Evaluation Reports.
Ability to read and learn to interpret collective bargaining contracts applicable to the work performed by the unit.
Ability to read and understand blueprints and specifications.
Ability to understand and apply Commonwealth's building safety laws and regulations.
Ability to gather, assemble, correlate and analyze facts and learn to devise solutions to administrative problems.
Ability to learn to develop, install and evaluate Commonwealth's building safety policies and operational procedures.
Ability to learn to apply judgment and discretion in applying and interpreting department administrative policies and procedures.
Ability to establish and maintain effective working relationships with all public and work related contacts.
Ability to express ideas clearly and concisely, orally and in writing.
Ability to use a personal computer.
MINIMUM EXPERIENCE AND TRAINING: Two years as a UCC Building Plans Variances Reviewer;
or
Four years as a UCC Building Plans Examiner;
or
Seven years of experience in commercial, industrial or other public use building construction, design or inspection work which involved reading and interpreting architectural plans and specifications which included electrical, mechanical, plumbing or building components and the application of state building code laws and regulations.
or
An equivalent combination of experience and training.
An associate degree in Architectural Technology, Building Construction Technology, Civil Engineering Technology or closely related field which included course work in reading and interpreting architectural plans and specifications may be substituted for one year of the required experience.
NECESSARY SPECIAL REQUIREMENT(S): Certifications issued by the Department of Labor and Industry, Commonwealth of Pennsylvania as an Accessibility Inspector/Plans Examiner, Building Plans Examiner, and Building Code Official.
