ROADWAY PROGRAMS TECHNICIAN 1
DEFINITION: This is technical work in roadway programs management.
An employee in this class is responsible for performing technical duties assisting in the review, analysis and development of maintenance operations in accordance with the Maintenance Operations and Resources Information System (MORIS). In an assigned County Maintenance Organization, an employee is responsible for the MORIS materials subsystem and storekeeping functions or assisting higher-level technical, professional or managerial employees in the review, and analysis of maintenance operations. Employees assigned to an Engineering District or Central Office are responsible for assisting in analytically compiling and presenting statistical data under general supervision or for the collection of data on the conditions of roadway surfaces as a team member. Work is reviewed upon completion by a technical or administrative superior.
EXAMPLES OF WORK: Assist in reviewing work data information such as work units completed, person-hours spent, equipment utilization, materials usage to ensure that data is in the proper format for computer input and reviews output data to identify reasons for work program problems in an assigned maintenance organization.
Reviews and analyzes output data from the automated roadway or maintenance management subsystems to ensure work program goals are achieved and to maintain overall system control in assigned maintenance organizations.
Provides assistance to highway maintenance personnel in implementing daily reporting and assists in implementing methods and procedures to record work output.
Responsible for the MORIS materials subsystem and storekeeping functions in assigned maintenance organization.
Assists with collecting district-wide or department-wide data on roadway or maintenance programs and analyzes that data to produce reports for management.
Uses EDP techniques to store data and prepare reports.
Assists with quality control duties established to monitor roadway management or maintenance programs.
Serves as team member on Roadway Management System (RMS) evaluation programs by collecting data on conditions of pavement surfaces using systematic techniques or electronic equipment.
Uses personal computers or a mainframe terminal to set up EDP data files and to analyze stored data.
Participates in monitoring maintenance operations in the field to ensure the application of approved maintenance management systems standards; and assists in field studies to gather time and motion data from various maintenance operations for the development of work standards.
Assists in the development, verification and implementation of work standards used in an automated maintenance management system.
Participates in the review and analysis of output data from a highway materials control system to ensure materials purchased are consistent with system requirements.
Tabulates and compiles data for roadway or maintenance management system studies.
Monitors by inspection and reports the bonded roads within a county to identify damage attributable to heavy vehicle usage.
Assists in the collection and analysis of data used in roadway or maintenance management programs such as pavement evaluation, highway features inventory, guiderails, drainage, signs, shoulders, outdoor advertising and complaint handling.
Provides assistance to maintenance managers on processing claims for reimbursable accident reports (RAR), rented equipment, and snow removal contracts.
Performs related duties as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of roadway maintenance operations, theories, and techniques.
Knowledge of basic mathematical applications.
Knowledge of electronic and mechanical equipment used to collect, store and analyze data.
Knowledge of planning and scheduling techniques, maintenance materials and maintenance equipment.
Ability to gather, assemble, correlate and analyze factual data and devise solutions to highway maintenance problems.
Ability to apply standards, theories and techniques of the maintenance management system.
Ability to develop and apply long and short range work plans and schedules.
Ability to communicate effectively.
Ability to establish and maintain effective working relationships with associates, department officials, and the general public.
MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Technical Assistant.

One year of experience in analysis of data utilized in planning and scheduling of work, materials and equipment and graduation from high school or GED equivalent.

An Associate's Degree in a field of Business Administration, Computer Science, Highway Engineering Technology or other closely related program.
or
Any equivalent combination of experience and training.
