ROADWAY PROGRAMS MANAGER 1

DEFINITION: This is managerial work in roadway programs management.

An employee in this class is responsible for the review, analysis, and development of maintenance operations in accordance with the policies and procedures of the Maintenance Operation and Resources Information System (MORIS) and the Roadway Management System (RMS). Employees coordinate district or statewide roadway management or maintenance operation techniques and guide the planning, scheduling, budgeting and implementing of work operations in accordance with the roadway management or highway maintenance system. Employees assigned to an Engineering District have overall responsibility for the maintenance of the highway maintenance system or roadway management system and supervise specialists responsible for the RMS or MORIS materials subsystem. Employees assigned to the Central Office supervise lower-level supervisors, Specialists and/or Technicians in the administration of statewide roadway management or maintenance-related systems. Employees also direct the development, verification and implementation of work standards. Independent judgment is exercised in planning and directing the work of subordinate supervisors, Specialists and/or Technicians. Completed work is reviewed for compliance with policies, soundness of conclusions and effectiveness of results.

EXAMPLES OF WORK: Plans and directs the work of a staff of subordinates in the review of work data information such as work units completed, man-hours spent, equipment utilization, materials usage and fuels usage; ensures data is in proper format for computer input and reviews output data to identify reasons for work program problems in maintenance or central office organizations.

Administers and supervises the review and analysis of output data from automated roadway management or equipment management subsystems to ensure maintenance and equipment work program goals are achieved and to maintain overall system control.

Instructs and directs both staff and field personnel in the proper application of reporting procedures and the implementation of methods and procedures to record work output.

Administers complex statewide roadway management or maintenance systems and supervises lower level professional and technical personnel monitoring roadway management or maintenance operations to ensure the application of approved maintenance roadway management or management program standards.

Directs the conduct of field studies for quality assurance (QA) and to gather time and motion data from various roadway management or maintenance operations.

Develops plans to effectively utilize manpower, equipment and materials by managing a subordinate technical staff.

Monitors work budgets and recommends adjustments to plans to meet limitations imposed by the budget by managing a subordinate technical staff.

Prepares and assembles or directs the preparation and assembly of complex work operation plans and schedules in accordance with the roadway management or maintenance management program.

Manages the Department's statewide Pavement Evaluation and Testing (PET) program for newly constructed and existing surfaces through the supervision of subordinate supervisors and their technical staff in order to determine the International Roughness Index (IRI) rating, obtain surface friction data, and establish roadway structural strength. This function involves employing sophisticated engineering testing equipment including inclinometer testing systems, acoustical roughness testing systems, friction testing systems, falling weight deflectometer structural strength testing systems, and profilograph testing systems.

Manages the statewide data collection and maintenance activities for the Department's Roadway Management System (RMS) database including managing the statewide quality assurance program; scheduling and controlling priorities for Location Reference System (LRS) data reverification; managing all RMS data maintenance activities involving the Engineering Districts; and managing the statewide LRS van activities by establishing priorities, setting production goals, and directing subordinate supervisors.

Manages the processing, analysis, and reporting of all Department pavement test data for roughness (IRI), friction (skid) and deflection (structural strength). Establishes priorities, sets production goals, and directs subordinate supervisors in these activities to insure timely, accurate, and complete analysis of data.

Administers statewide maintenance equipment subsystems such as MORIS equipment subsystem, Tool Inventory, and Automated Fuel System by managing a subordinate technical staff.

Serves as a team leader supervising the quality assurance reviews of maintenance functions.

Manages and participates in the conduct of research activities of various maintenance operations to develop, verify, and implement a variety of work standards used in a maintenance management system.

Administers the Maintenance Operations and Resource Information System and supervises and participates in the direction and control of an automated materials control system at the District level by managing a subordinate professional staff.

Employees in this class may participate in the performance of their subordinates' work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of roadway maintenance operations, theories, and techniques.

Knowledge of integral and differential calculus and other higher level mathematical computation methods.

Knowledge of the principles of financial administration, budget administration, computer application, planning and scheduling techniques, maintenance materials and maintenance equipment.

Ability to gather, assemble, correlate and analyze factual data and devise solutions to problems of the difficulty described above.

Ability to plan and direct work of subordinates engaged in the analysis of the maintenance management system.

Ability to apply standards, theories, and techniques of the maintenance management system.

Ability to communicate effectively.

Ability to establish and maintain effective working relationships with associates, departmental officials, and the general public.

MINIMUM EXPERIENCE AND TRAINING: Two years of experience as a Roadway Programs Technician Supervisor or Roadway Programs Specialist or one year experience as a Roadway Programs Coordinator.

Two years of professional experience in the analysis, development and implementation of methods and techniques used in a roadway maintenance management system and a bachelor's degree in business administration, computer science, mathematics, statistics, or in a civil engineering related discipline.
