ROADWAY PROGRAMS MANAGER 2
DEFINITION: This is managerial work with methods and techniques used in roadway programs management.
Employees in this class are assigned to the Central Office and are responsible for managing the development, verification and implementation of work standards used in the Maintenance Operations and Resources Information System (MORIS). Work includes responsibility as a Section Chief for the full-time supervision of subordinate Roadway Programs Managers and supervisors engaged in major projects which have a substantial effect on maintaining or increasing the efficiency of maintenance and equipment systems. Work involves the development of standards for the evaluation of systems, procedures and practices. Person-to-person work relationships are with supervisors and program officials to negotiate for approval of proposals and recommendations, to furnish advice on major maintenance and equipment management problems, and to initiate and control projects. Employees receive general instructions on the scope of assignments and work objectives. Work is reviewed for compliance with policies, soundness of conclusions and effectiveness of results.
EXAMPLES OF WORK: Plans and directs the work of a staff of subordinate managers and supervisors engaged in the development, verification and implementation of policy and procedures used in the roadway maintenance management program.
Administers and directs the development of policies and procedures for the Department's maintenance support programs such as bonded roads, damage claims, emergency and disaster recovery, mobile radios or rented equipment.
Plans and organizes methods to review work data information and directs the analysis and preparation of maintenance management program procedures.
Directs the development of appropriate work procedures to be utilized in the analysis of maintenance contracts, equipment utilization, materials usage and other related areas.
Directs a staff of subordinates in the development of policies and procedures to be used statewide relating to automotive and equipment fleet management and repair programs.
Manages the review and analysis of maintenance program costs and monitors the statewide policy and procedures used for winter operations, roadside development and betterment programs.
Directs subordinates in the review and analysis of output data from an automated maintenance management system, highway inventory control system or equipment inventory system to ensure maintenance work program goals are achieved and to maintain overall system control.
Directs and participates in planning activities related to the effective use of equipment and materials using the appropriate system approach.
Provides advisory services to agency officials on the maintenance management system.
Directs and participates in the preparation of reports, charts, forms and other materials related to the system.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of highway maintenance operations, theories and techniques.
Knowledge of the principles of financial administration, budget administration, computer application, planning and scheduling techniques, maintenance materials and maintenance equipment.
Ability to gather, assemble, correlate and analyze factual data and devise solutions to problems of the difficulty described above.
Ability to plan, direct and coordinate the work of a staff of subordinates engaged in the analysis and maintenance of various phases of the equipment or maintenance management system.
Ability to communicate effectively.
Ability to establish and maintain effective working relationships with associates, subordinates, departmental officials and the general public.
MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Roadway Programs Manger 1.

Three years of professional or managerial experience in the analysis, development, and implementation of methods and techniques in a roadway maintenance management system including one year in a supervisory capacity and a Bachelor's Degree in Business Administration, Computer Science, Mathematics, Statistics, or in a civil engineering related discipline.
