ROADWAY PROGRAMS COORDINATOR
DEFINITION: This is managerial work in directing various functions in roadway programs management.
An employee in this class is responsible for the direction of various administrative and technical activities in a highway maintenance organization of medium size to the largest size as determined by their lineal mileage, traffic volume, field personnel complement, and routine budgets. Work involves planning, organizing, assigning and evaluating the work of a technical, storeroom, and clerical staff engaged in various highway management activities. This position is also responsible for the Materials Management System for the organization. In Central Office, the employee coordinates or provides assistance to upper level management in activities, which support statewide maintenance programming and system utilization. Central Office employees assist with the administration, maintenance, and enhancement of Departmental computer maintenance management systems; coordinate the integration of data with other computer systems; and manipulate and provide system data as a service to users and to assist upper management in monitoring and directing statewide maintenance programs. Central Office employees also review and evaluate statewide maintenance environmental activities and policies and provide central office coordination of agreements and programs, which support maintenance operations in all Districts. The employee in central office also directs the development, verification and implementation of work standards for statewide maintenance programs. Independent judgment is exercised in planning and directing the work of technical subordinates and in making technical decisions. Work is reviewed for compliance with procedures and policies, soundness of decisions and effectiveness of results by the higher-level manager.
EXAMPLES OF WORK: Coordinates and participates in the monitoring of work units completed, man hours spent, equipment utilization, and materials usage and reviewing output data to identify reasons for work program problems in an assigned maintenance unit of medium to the largest size.
Coordinates and participates in the review and analysis of output data from the Roadway Management System (RMS) or Highway Maintenance Subsystem to ensure work program goals are achieved and to maintain overall system control.
Analyzes the application of manpower, equipment, and materials to scheduled work to study cost data; monitors the status of work budgets and recommends adjustments to roadway maintenance or improvement plans to meet limitations imposed by approved budget in a maintenance organization.
Directs all clerical activities in the maintenance organization associated with processing invoices, requisitions, payrolls, personnel, accounting transfer and other related paperwork.
Directs the receipt, storage and issuing of all materials and items stocked in the county, including hand tools, automotive equipment repair parts and accessories, roadway anti-skid and surface treatment material, roadside control material, traffic signs, lumber, steel lubricating oils and greases and automotive fuels in a maintenance organization.
Oversees the establishment and organization of inventory records in accordance with the Maintenance Operation and Resources Information System (MORIS) Materials subsystem in a maintenance organization.
In central office, conducts research activities of various maintenance operations to develop, verify, and implement a variety of work standards.
In central office, assists with the preparation, submission, and tracking of enhancements and/or upgrades for computer Maintenance Management systems.
Serves as a Department Roadway Management System security administrator and coordinates the production of data reports from the RMS database.
Serves as primary Department liaison with other state and federal agencies during emergency management and disaster recovery efforts.
Reviews and evaluates statewide maintenance environmental activities.
In central office manages Department maintenance-related contracts such as Municipal Agreements, Rented Equipment, and Posted and Bonded Road Programs.
In central office, coordinates the solution of problems associated with the integration of information between the RMS and other related databases.
In central office, participates in the technical activities of roadway management associated with the collection, reduction, analysis, storage or reporting of roadway information.
Employees in this class may participate in the performance of their subordinates' work consistent with operational or organizational requirements.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of highway maintenance operations, theories and techniques.
Knowledge of general math, algebra, and geometry.
Knowledge of the methods, procedures, and documentation requirements associated with storekeeping, fiscal administration, budgeting, and personnel accounting as related to the Roadway Maintenance Management and Automated Inventory Management Systems.
Knowledge of supply and materials handling, storage and inventory control procedures.
Knowledge of the methods and procedures for inputting computer data associated with Roadway Maintenance Management and Automated Inventory Management Systems.
Knowledge of modern office management methods.
Ability to read, interpret and utilize computer generated reports and computer visually displayed data.
Ability to comprehend and apply the contract agreement as it pertains to the control of maintenance unit personnel.
Ability to exercise effective administrative and technical supervision over a group of technical and clerical employees.
Ability to apply standards, theories, and techniques of the Roadway Management System.
Ability to gather, assemble, correlate, and analyze factual data and devise solutions to highway maintenance problems.
Ability to communicate effectively, orally and in writing.
Ability to establish and maintain effective working relationships with subordinates, associates, and field supervisors.
MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Roadway Programs Specialist or Roadway Programs Technician Supervisor.

Three years of experience in the analysis, development, and implementation of methods and techniques used in a roadway maintenance management system; and an associate's degree in a field of business administration, computer science, highway engineering technology or closely related program.

One year of experience in the analysis, development, and implementation of methods and techniques used in a roadway maintenance management system; and a bachelor's degree in business administration, computer science, mathematics, statistics, or civil engineering related discipline.
