FACILITIES AND SPACE MANAGEMENT CHIEF

DEFINITION:

This is administrative and technical work in planning, directing, and coordinating the statewide facility and space management programs for all Commonwealth facilities operated by the Department of Public Welfare (DPW).

The employee in this class is responsible for the administration, coordination, and integration of staff services to ensure that DPW leased, owned, and operated buildings, grounds, utility and physical plants are properly maintained, structurally sound, and utilized to their maximum potential. Work involves planning, organizing, and directing professional engineers, registered architects, and other professional and technical staff engaged in the planning, design, and construction of projects and maintenance for facilities owned, leased, or operated by the DPW. Work involves coordinating the development of DPW's annual capital project request, directing office/facility space analysis and utilization studies, developing and monitoring energy management programs, developing environmental and safety management programs, and analyzing the impact of and implementing new federal and state codes and regulations. Important aspects of the work include advising and presenting recommendations to program office managers regarding the expenditure of funds to lease, operate, and maintain physical plants, including consolidation, closure, or construction of new facilities; and serving as a consultant regarding compliance with Federal, state, and other requirements. Work is performed with a high degree of independence under the general direction of the Director, Bureau of Administrative Services and is reviewed for program effectiveness, attainment of goals and objectives, and overall quality of the facility management support program.

EXAMPLES OF WORK:

Plans, organizes and directs the comprehensive facilities and space management programs for the DPW.

Plans, organizes, and directs the work of a professional and technical staff engaged in the planning, design, and construction of projects and maintenance for facilities owned, leased, or operated by the DPW.

Provides advice and consultation to Deputy Secretaries, program office managers, county assistance office executive directors, and facility directors regarding cost estimates and the expenditure of funds related to facility closures/consolidations, leased space, physical plants, building renovations, and certification and accreditation issues.

Directs the development of DPW's annual capital project request by determining the validity of proposed projects and need for additional accommodations/space management.

Serves as a consultant regarding compliance with the Joint Commission on Accreditation of Healthcare Organizations (JCAHO), Medicare and/or Medical.

Assistance, Americans with Disabilities Act (ADA), ICF/MR certification, and Life Safety Code (LSC) requirements.

Develops cost estimates for changes in accommodations/space management, and establishes priorities for those changes.

Directs the conduct of studies and analyses of office space utilization and needs.

Directs the development of leasing specifications and office design and space utilization standards.

Negotiates contractual agreements for office plans for leased CAO spaces.

Coordinates with the Department of General Services for advertisement of needed office space and parking facilities.

Evaluates bid proposals for office space and parking facilities.

Determines renovations required for office space and parking facilities.

Approves/disapproves encumbering funds for the Department of General Services to award lease agreements and renewals for leased sites.

Directs the monitoring of environmental conditions in leased spaces.

Works with landlords to correct deficiencies in building structure or heating, plumbing, electrical or ventilation and air conditioning systems problems.

Directs the environmental and employee safety programs for DPW including the detection and remediation of Polychlorinated Biphenyl (PCBs), asbestos abatement, radon testing and remediation, lead paint removal, chemically hazardous materials and water, ground, and air pollution identification and control.

Directs the analysis of all codes and standards imposed by state and federal authorities that have office space, building, utility, and physical plant implications.

Comments on new regulations with office space, building, utility, and physical plant implications and meets with state or federal officials to discuss areas of concern.

Obtains waivers for new regulations with office space, building, utility, and physical plant implications to provide maximum program efficiencies at maximum cost effectiveness.

Directs the Department's building, office space, and land leasing program.

Recommends and monitors facility consolidations/closures and surplus disposition/demolition programs.

Oversees municipal/private water, sewage, and electric service contract negotiations.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES:

Knowledge of the principles, practices, and techniques involved in the design, construction, operation and maintenance of buildings, office spaces, and facility physical and utility plants.

Knowledge of the Federal and State laws, regulations, policies and practices relating to engineering and architectural operations.

Knowledge of the principles and practices involved in inspecting work and testing materials utilized in building construction and renovation programs.

Knowledge of budgetary principles and practices involved in an extensive Commonwealth building construction and renovation program, that includes legislative funding, agency funding and other fiscal coordination and concerns.

Knowledge of the principles of effective management and administration of engineering and architectural projects.

Ability to plan work and direct professional, technical and clerical employees.

Ability to exercise judgment and discretion in applying and interpreting policies, procedures and legal guidelines.

Ability to communicate effectively both orally and in writing; and to establish and maintain effective working relationships with department staff, outside professionals, public officials and the general public.

MINIMUM EXPERIENCE AND TRAINING:

Four years of progressively responsible managerial, consultative, or supervisory experience performing buildings and grounds design and maintenance, physical plant renovations/space management operations, and/or construction work for a public or private engineering firm, building construction, maintenance, or utility plant operation or a related physical plant/property management and utilization program, and a bachelor's degree;

An equivalent combination of experience and training that included four years of managerial, consultative, or supervisory experience performing buildings and grounds design and maintenance, physical plant renovations/space management operations, and/or construction work for a public or private engineering firm, building construction, maintenance, or utility plant operation or a related physical plant/property management and utilization program.
