FACILITIES MANAGEMENT CONSULTANT SUPERVISOR

DEFINITION: This is responsible professional and supervisory work involving architectural and engineering design, research and consultation.

Employees in this class supervise consultants, professionals, paraprofessional, and technical employees responsible for providing technical assistance to Commonwealth facility staff regarding planning, construction and renovation, operating procedures and projects involving the application of architectural, electrical engineering or mechanical engineering principles. Work involves reviewing the work of staff for administrative feasibility, adherence to established time frames, soundness, achievement of project goals, and cost effectiveness; and informing staff of issues and developments that have an impact on their duties and responsibilities. Work also involves visiting facilities and gathering information to design projects and develop contract specifications that require advanced application of architectural or engineering principles; consulting with staff from the Department of General Services and private engineering firms on externally designed facilities; and developing plans to correct deficiencies in facility construction and maintenance discovered in reviews by certifying agencies. Work is reviewed by an administrative superior for conformity with Departmental goals and efficiency and effectiveness of operations.

EXAMPLES OF WORK: Supervises the provision of technical advice to facilities regarding architectural or engineering designs related to planning, construction and renovation projects.

Provides advice and technical assistance on construction and renovation projects to staff and officials.

Recommends and directs investigations into architectural or engineering failures and develops solutions to resolve the problem.

Reviews studies and proposed changes to architectural or engineering standards and practices.

Meets with concerned officials, the public and news media to explain architectural or engineering concepts and practices.

Performs the full range of supervisory duties.

Employees in this class may participate in the performance of their subordinates' work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of architectural, electrical system or mechanical system design, construction, inspection and testing.

Knowledge of the principles, methods and techniques used in estimating construction costs.

Knowledge of the principles and practices of basic supervision.

Knowledge of the standard reference sources regarding the costs, application of principles, dimensions, and characteristics of materials, fixtures and equipment used in architectural construction, electrical systems, or mechanical systems.

Knowledge of federal and state regulations and standards applicable to architecture, electrical engineering, or mechanical engineering.

Skill in the application of the principles and practices of architecture, electrical engineering, or mechanical engineering pertinent to the design, review, and interpretation of drawings and specifications.

Skill in the preparation of specifications for components of engineering and construction projects.

Skill in the preparation of technical reports of field investigations.

Ability to evaluate architectural, electrical engineering or mechanical engineering projects in the feasibility, design, and construction stages for technical accuracy and conformance with sound engineering concepts.

Ability to integrate project components into a complete utility system or building project.

Ability to read and interpret construction and renovation inspection and testing reports.

Ability to establish and maintain effective working relationships with associates, supervisors, consultants, contractors, other government officials and the general public.

Ability to apply the principles and practices of safety.

Ability to plan, assign, and supervise the work of professional, technical, and clerical employees.

Ability to read and interpret policies, regulations and bargaining unit contracts.

Ability to communicate effectively, both orally and in writing.

MINIMUM EXPERIENCE AND TRAINING: Two years as an Architectural Consultant, Electrical Engineering Consultant, or Mechanical Engineering Consultant;

                                                                                                                                                   or

Three years of experience in architectural, electrical engineering, or mechanical engineering work which included the design and review of building construction projects, electrical systems, or mechanical systems; and a corresponding bachelor's degree in architecture, electrical engineering, or mechanical engineering, or a closely related field;

                                                                                                                                                 or

An equivalent combination of experience and training.

NECESSARY SPECIAL REQUIREMENT: Registration with the Commonwealth of Pennsylvania or a reciprocal jurisdiction, as a Registered Architect or licensure as a Professional Engineer.
