DIRECTOR, BUREAU OF ENGINEERING, PFBC

DEFINITION: This is responsible strategic and managerial work directing the statewide engineering, construction, and maintenance programs of the Pennsylvania Fish and Boat Commission.

The employee in this job is responsible for managing the statewide activities of an organization involved in the research, planning, design, construction, and maintenance of engineering and architectural projects related to the Pennsylvania Fish and Boat Commission’s programs. Work involves reviewing engineering, construction, or architectural project requests to assess the need and appropriateness in meeting the agency's goals and long-term administrative direction; determining the cost and benefits of the project; developing and administering a project operating budget; allocating resources to complete approved projects; integrating projects with agency goals and programs and with appropriate approval and permit authorities; and monitoring projects to ensure compliance with work requests, program needs, regulatory requirements, and professional standards. Work also includes developing and implementing policies, practices, and strategic plans in the area of engineering; determining program goals and objectives; and establishing policies and standards for operating procedures. Supervision is exercised over a professional and technical staff through subordinate supervisors. Work is reviewed by an administrative supervisor for achievement of agency goals and efficiency and effectiveness of operations.

EXAMPLES OF WORK: Establishes policies, procedures, and guidelines to implement a wide range of programmatic activities, including planning, designing, constructing, and maintaining Fish and Boat Commission facilities.

Develops and coordinates the implementation of statewide engineering and construction policy, standards, procedures, and methods.

Ensures policies, standards, procedures, and methods are consistently applied and comply with applicable federal and state laws and regulations.

Conducts applied research on fish propagation techniques and facilities in conjunction with experts from within and outside the agency.

Directs the preparation of plans and specifications for all engineering and architectural projects undertaken by the agency, such as fish culture station construction and improvement, administrative buildings, visitor centers, garages, hatcheries, elaborate water supply and treatment systems, dams, electrical systems, research laboratories, waste disposal systems, emergency generator systems, and public access areas to fishing and boating waters.

Directs the implementation of the safety inspection program for dams including prioritizing the replacement, repair, or maintenance work on dams based on safety concerns and securing outside funding for dam projects.

Participates with other high level management officials in the setting of short and long-range goals and priorities for the engineering program of the Pennsylvania Fish and Boat Commission.

Reviews bids received for architectural or engineering projects and recommends acceptance or rejection.

Directs the construction of various projects throughout the state, many of which are built by in-house personnel, and the inspection of existing facilities to evaluate operation, maintenance, or safety.

Directs a geographically dispersed staff involved in the maintenance of public fishing and boating facilities, such as impounding structures and appurtenances, boat launching ramps, docks, mooring and storage areas, access roads and parking areas, rest rooms and sanitary disposal systems, buildings, signs, and adjacent lands and waters under the control of the Fish and Boat Commission.

Develops and administers the fiscal budget for pre-construction, construction, and maintenance activities involving the use of Boat Fund, Fish Fund, and various Federal monies.

Determines resources to be committed to specific activities and establishes priorities and deadlines.

Resolves technical problems encountered during design, construction, operation, and maintenance of projects.

Conducts or directs and monitors special studies on engineering or architectural matters.

Coordinates activities of the organization with other state, federal, and local agencies.

Monitors or verifies that various engineering-related permits are secured from other regulating agencies or administers permit approvals and issuance of engineering-related permits for which the Fish and Boat Commission is responsible.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of subordinates’ work consistent with operational and organizational requirements.

Performs other related duties.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of engineering.

Knowledge of the principles and practices of managing engineering projects.

Knowledge of the principles and practices of employee supervision.

Knowledge of the requirements and procedures associated with the application for and issuance of permits for engineering-related activities.

Knowledge of economic and financial planning principles applicable to budgeting for engineering projects and activities.

Knowledge of computer applications used to perform engineering activities.

Ability to read and interpret written materials.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: Five years of professional engineering experience that includes one year of experience supervising professional engineering staff and one year overseeing the design or construction of engineering projects or facilities that included integration of multi-discipline engineering systems, and a bachelor's degree in civil or architectural engineering, architecture, or a closely related field;

NECESSARY SPECIAL REQUIREMENT: Possession of a valid Professional Engineer license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists.
