DEFINITION: This is professional and supervisory architectural work involving the design or review of architectural projects.

An employee in this job supervises architectural staff involved in the design or review of construction, repair, alteration, renovation, and capital improvement projects on a statewide basis. Work involves managing professional services contracts; directing subordinate staff in executing architectural projects to restore, preserve, and repair historic structures; and coordinating architectural components with engineering aspects to achieve project integration. Work includes establishing work priorities; setting deadlines; monitoring and controlling project schedules; providing architectural advice and guidance; reviewing projects; determining design parameters and solutions; and meeting with consultants, agency project representatives, and the public to discuss project issues. Work is performed independently within broad architectural and administrative guidelines. Work is reviewed by a professional or administrative supervisor or registered architect for compliance with architectural standards, agency requirements, and applicable laws and codes, and satisfactory completion of assigned projects and goals.

   DISTINGUISHING CHARACTERISTICS:

• Work at this level is distinguished from the lower levels by the responsibility for supervising Architectural Designer 2 positions.

• Supervises architectural design and review work, including the development and review of drawings, specifications, and cost estimates for new building construction, renovations, and additions to state-owned or operated structures and facilities, which includes any associated demolition, hazardous material removal and abatement, or regulatory ordinance and code compliance.

• Supervises the administration of professional consultant contracts, participation in job conferences, and the review of cost comparisons and budget estimates.

• Manages professional services contracts and directs subordinate staff engaged in architectural projects for the restoration, preservation, and repair of Pennsylvania historic structures.

• Conducts and oversees review conferences with design professionals and using agencies and discusses project scope, observations, and conclusions.

• Meets with consultants, agency representatives, in-house architectural and engineering staff, and the public to discuss project intent, resolve problems, and review environmental impact.

• Conducts research and provides technical information for discussions and negotiations and participates in claim hearings and settlements.

• Reviews budget estimates and expenditures to ensure adequate funding for projects.

• Oversees the review of changes in construction through various stages of design development and construction to ensure compliance with laws, codes, regulations, standards, and guidelines.

• Participates in final construction inspections at project sites to identify and correct deficiencies prior to project acceptance and occupancy of building.

• Initiates the processing of bidding documents for in-house projects, and reviews vendor bidding documents for completeness and compliance with requested material listing.

• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of architectural design, construction, and evaluation.

• Knowledge of the methods, techniques, and sources used in construction cost estimation.

• Knowledge of the characteristics, testing, assemblies, and applications of building materials, equipment, and fixtures in architectural design and construction.

• Ability to plan, organize, and evaluate architectural design project work.

• Ability to read and interpret maps, construction plans, soil profiles, and field inspection and testing reports.

• Ability to read, interpret, and apply civil, mechanical, and electrical engineering plans, maps, drawings, specifications, and reports used in the design and construction of projects.

• Ability to interpret and apply laws, codes, regulations, and standards pertinent to architectural projects.

• Ability to operate a micro-station Computer Aided Drafting and Design (CADD) system and provide skilled manual drafting services.

• Ability to solve mathematical problems using algebra, plane and solid geometry, and plane trigonometry.

• Ability to communicate effectively in writing.

• Ability to communicate effectively orally.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Two years of experience as an Architectural Designer 2 (commonwealth title);

or

• Four years of professional architectural experience in building renovation or new construction for commercial, institutional, or educational buildings, and a bachelor's degree in architecture, architectural engineering, or a closely related field;

or

• Four years of professional architectural experience in building renovation or new construction for commercial, institutional, or educational buildings, and four years of paraprofessional or technical experience in architecture, architectural engineering, or architectural design;

or

• An equivalent combination of experience and training that includes two years of professional architectural experience in building renovation or new construction for commercial, institutional, or educational buildings.

SPECIAL REQUIREMENTS:

• Certain positions in this class may require licensure as a registered architect by the Commonwealth of Pennsylvania, or a reciprocal jurisdiction
