TRANSPORTATION FACILITIES MANAGEMENT CHIEF

DEFINITION: This is managerial work directing all facilities management functions in the Department of Transportation.

The employee in this class functions as Chief of the Facilities Management Division of the Bureau of Office Services. Work includes directing and coordinating the activities of professional departmental engineers, architectural designers, contractor engineers, supervisors, and consultants as well as paraprofessionals who establish and maintain standards for the construction, maintenance, repair, renovation and operation of the physical plants of all Department facilities. Work involves coordinating the development of long range planning and budgeting for the Department's annual facilities' improvement and/or replacement initiatives, plus development and preparation of the Department's Capitol Budget requests for new facilities. This employee also serves as the liaison with the Department of General Services to coordinate leasing and major facilities' projects. An important aspect of the work includes advising and presenting recommendations to program managers on the expenditure of funds to maintain physical plants and for the construction of new facilities. The Bureau Director of Office Services provides administrative direction and reviews work for of the Transportation Facilities Management Chief for program effectiveness.

EXAMPLES OF WORK: Plans, programs and directs the operation, maintenance, repair, new construction and renovation for the grounds, buildings, and other structures for the Department of Transportation.

Develops and administers the department-wide facilities' management and operational budget and directs a statewide program to maintain and support all the facilities.

Establishes all policy and procedures required to implement and maintain the facilities maintenance, repair and construction programs.

Meets with District Engineers and Bureau Directors to discuss major building construction or renovation proposed to determine economic feasibility and scope of work to meet requirements. Provides professional advise and makes appropriate recommendations.

Directs and monitors facilities' maintenance/repair project bidding by the Division, monitors the review of low bids to assure contract is in accordance with plans and specifications prior to contract award and reviews contract claims and recommends appropriate action.

Represents the Bureau of Office Services on all matters pertaining to Department of Transportation facilities planning, design, and construction.

Establishes and maintains effective working relationships with subordinates, Bureau Directors, District Engineers, County Managers, consultants, contractors, engineering district coordinators, Department of General Services and other state agencies as required to maintain an effective program.

Directs and coordinates the selection of professional consultants for Department of Transportation facilities' programs according to established departmental guidelines.

Establishes selection criteria, reviews submissions and represents the Department on consultant selection.

Coordinates and monitors Departmental facilities' leasing through the Department of General Services.

Develops and prepares leasing criteria, reviews proposals and makes recommendations for final selection by DGS.

Plans and organizes work, assigns work, determines work flow, and reviews work performance; and evaluates and prepares performance evaluation reports.

Interviews prospective employees and recommends employee selection or ranks applicants in terms of preferability for employment.

Receives grievances and complaints, conducts investigations into cause and conditions, discusses with employee and resolves or recommends solutions; interprets contractual and administrative rights and obligations for employees; and modifies work environment or process to conform to changing conditions.

Serves as tenant representative with DGS for the Transportation and Safety Building functions and manages a building maintenance and space allocation staff.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the practices, theories, techniques, and methods of management.

Knowledge of basic building systems and their functions.

Knowledge of the basic trends and current developments in management analysis.

Knowledge of basic uses and application of electronic data processing equipment for data collection, organization, and presentation.

Ability to read and interpret federal and state regulations and standards applicable to architecture, electrical engineering, or mechanical engineering.

Ability to apply established practices, theories, techniques, and methods of management to departmental processes.

Ability to establish objectives and evaluate employee performance and prepare employee performance evaluation reports.

Ability to read and interpret collective bargaining contracts applicable to the assignments performed by the unit.

Ability to make oral and written reports and presentations, and prepare charts and graphs clearly, concisely and effectively.

Ability to provide leadership and establish effective working relationships with department staff, commercial vendors, representatives of other Commonwealth agencies, and the general public.

MINIMUM EXPERIENCE AND TRAINING: Two years as a Transportation Architectural Supervisor;

                                                                                                                                                  or

A Bachelor's Degree in electrical, mechanical, civil, structural or architectural engineering, or in architectural design or in a closely related field, or in business administration or in a related field; and five years of experience as a professional in civil, structural or architectural engineering, architectural design, construction management or business administration, including two years of supervisory experience in establishing goals and monitoring adherence to operational policies and procedures by professional subordinates involved in engineering or architectural design or review of buildings and structures;
