JOB TITLE: CONSTRUCTION PROJECT COORDINATOR, DGS

JOB CODE: 13751

DEFINITION: This is technical and supervisory work in the Bureau of Capital Projects Construction, Department of General Services (DGS) in coordinating commonwealth agency construction projects, capital improvement construction and renovation projects, and publicly funded institutional and educational building projects.

An employee in this job serves as a construction project coordinator and is responsible for directing, through subordinate staff, the planning and oversight of construction and renovation projects within an assigned geographical region. Work involves providing direction, technical guidance, and construction contract administration on assigned projects; monitoring project schedules and construction project administration; resolving construction problems and disputes; assisting with and providing input during pre-bid and pre-construction meetings; ensuring required inspections are being conducted; preparing progress reports and cost breakdowns; processing change orders; ensuring required permits and agreements are executed; and serving on scoring committees for Request for Proposals (RFPs). Work also involves assisting staff in the Bureau of Capital Projects Pre-Construction by providing input into the preparation of project specifications during the design phase and making recommendations regarding project priorities. Supervision is exercised over Assistant Construction Project Coordinators, DGS. Assignments are received with general instructions and are carried out independently within broad administrative policies and guidelines. Work is reviewed by a Construction Regional Director, DGS for overall effectiveness, customer satisfaction, and achievement of goals and objectives.

• Serves as project coordinator over commonwealth construction and renovation projects.

• Provides technical guidance and direction to staff and outside design professionals on matters related to construction projects.

• Attends and conducts job conferences and project meetings to ensure pending items are addressed.

• Ensures that construction is in conformance with approved codes, plans, and specifications.

• Reviews contractor schedules for technical soundness and monitors to ensure contractors maintain project progress.

• Reviews and recommends approval of contractor Schedule of Values.

• Approves or denies extension of time requests.

• Serves as liaison with using agencies and DGS.

• Approves payment of invoices for prime contractors.

• Determines if Requests for Information responses have impact on project schedules or result in a change order and takes necessary action to mitigate any impact.

• Evaluates the necessity, accuracy, and impact of proposed change orders on construction projects.

• Monitors or negotiates change order pricing and ensures work proceeds upon verification of project scope, cost, and funding.

• Ensures on-site deficiencies identified by Department of Labor and Industry (L&I) inspectors are resolved.

• Conducts field dispute resolution meetings and ensures follow-up is addressed in a timely manner.

• Reviews and prepares written reports concerning project schedules, change orders, extensions of time, project delays, and contractor disputes and claims.

• Represents the department in depositions, court proceedings, and Board of Claim Hearings.

• Conducts final construction projects inspections with all parties, addresses issues, and distributes final inspection reports.

• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of building construction project planning and coordination and contract administration.

• Knowledge of federal and state laws, codes, regulations, policies, and practices related to building construction.

• Knowledge of the principles, practices, and methods of inspecting and testing the materials and workmanship in the various phases of a building construction project.

• Knowledge of critical path methods (CPM) construction project scheduling.

• Knowledge of construction cost estimating methods and sources.

• Knowledge of building systems, materials, and equipment including standards, inspection, testing, and quality assurance.

• Knowledge of the principles and applications of building construction.

• Knowledge of the methods, practices, materials, and equipment of the construction trades, such as plumbing, mechanical, electrical, and HVAC (Heating, Ventilation, and Air Conditioning).

• Ability to interpret building construction plans, contracts, specifications, and reports.

• Ability to interpret laws, codes, regulations, policies, procedures, and legal guidelines.

• Ability to operate a motor vehicle.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• One year as an Assistant Construction Project Coordinator, DGS;

or

• Five years of professional building construction administration, construction planning, or construction project engineering experience for renovations and new construction of commercial, institutional, or educational buildings;

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENT:

• Possession and maintenance of an active non-commercial Pennsylvania Class C driver’s license or equivalent.
