JOB TITLE: DIRECTOR OF CAPITAL PROJECTS DESIGN MANAGEMENT, DGS

DEFINITION: This is managerial work directing the Bureau of Capital Projects Design Management in the Department of General Services (DGS).

The employee in this job serves as the Director of the Bureau of Capital Projects Design Management and the principal advisor on design management matters arising on capital-funded projects. Work involves managing a program involving all phases of building engineering and architecture with professional in-house staff and outside engineering and architectural consultants for statewide construction and renovation projects. Work includes responsibility for managing policy and procedure development and implementation, and the ongoing review and completion of commonwealth capital-funded building projects under the jurisdiction of DGS. The employee in this job is also responsible for ensuring compliance with applicable laws, codes, and regulations; adherence to timeframes; resolution of issues; adherence to professional design and review standards; and conformance of design specifications to project goals. An important aspect of the job involves working cross-functionally with the Director of the Bureau of Construction, the Director of the Office of Project Planning, and other department personnel to ensure that efficient and effective workflows and processes are created and implemented to produce quality projects that meet or exceed client expectations. Supervision is exercised over professional and administrative staff. Work is performed under the general supervision of the Deputy Secretary for Public Works and is reviewed for customer satisfaction and attainment of overall objectives through continuing evaluations of program effectiveness and results achieved.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.):

• Plans, organizes, and directs all aspects of the design management for capital-funded projects including design, energy usage/efficiency, and constructability.

• Develops policy relative to the planning and organizing of pre-construction activities for commonwealth buildings and other capital improvements.

• Manages the Capital and Public Services, Education, Environmental, Historic, and Security divisions within the Bureau of Capital Projects Design Management.

• Oversees the final design phase of every capital project prior to bid release, ensuring conformance with professional standards, project requirements, legal requirements, and approved design specifications and budgets.

• Collaborates with the Director of Capital Projects Planning and Procurement to oversee the bidding and construction contract award process in accordance with applicable laws, policies, and procedures.

• Directs the establishment of time and volume schedules for proposed programs; approves plans and schedules for accomplishing established activities.

• Oversees and participates in negotiation settlements and dispute resolutions.

• Monitors project budgets to ensure that they reflect the project scope in the capital budget legislation and remain on budget throughout the design and bidding phases.

• Manages the bureau’s budget and approves expenditures.

• Communicates pre-construction activities with in-house staff, client agencies, and outside professionals.

• Ensures projects in the design phase are in compliance with an established performance matrix.

• Oversees the capital design process, including timely decisions and discussions with client agencies, to ensure appropriate language and cost estimates for designated projects are included in current and future capital budget legislation.

• Attends annual capital planning meetings with the Secretary of General Services, the Deputy Secretary for Public Works, and the Office of the Budget; serves as a DGS representative for the Capitol Preservation Committee.

• Provides advice and counsel to the Professional Selections Committee for projects to be designed by outside architects and/or engineers.

• Plans and directs an on-going evaluation program for recommending award of contracts, performance of outside design professionals, and the overall performance of bureau staff.

• Attends meetings and represents the department in the absence of the Deputy Secretary for Public Works and keeps him/her apprised of project status, issues, concerns, and related items.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of engineering and architectural principles and practices applied in project management and contract administration.

• Knowledge of laws, codes, regulations, policies, and practices related to engineering and architectural design.

• Knowledge of budgetary principles and practices involved in building construction and renovation programs.

• Knowledge of the principles and practices of project management.

• Knowledge of report writing related to building construction and renovation projects.

• Knowledge of engineering and architectural design, problem recognition, and resolution.

• Knowledge of the principles and practices of employee supervision.

• Ability to interpret and apply applicable laws, codes, regulations, policies, procedures, and legal guidelines.

• Ability to communicate effectively in writing.

• Ability to communicate effectively verbally.

• Ability to establish and maintain effective working relationships.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. These may not be used for merit system evaluation or examination purposes and are not position-specific performance standards.):

• Knowledge of commonwealth policies, procedures, and processes on planning, design management, bidding, and contract award for capital-funded projects.

• Ability to exercise initiative and judgment in developing, interpreting, and implementing policies and procedures and in analyzing and evaluating the effectiveness of programs.

• Ability to plan, direct, and oversee the work of a large staff.

• Ability to coordinate program area activities and resolve issues.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Eight years of professional engineering, architecture, or construction administration experience, which includes two years in a supervisory capacity over professional staff involved in the engineering or architectural design and review of large, multi-level complex building structures, and a bachelor’s degree in electrical engineering, mechanical engineering, civil engineering, architecture, or a closely related field;

      or

• An equivalent combination of professional experience and training, including two years in a supervisory capacity over professional staff involved in the engineering or architectural design and review of large, multi-level complex building structures.

SPECIAL REQUIREMENTS:

• The employee in this job is required to possess an active license as a Professional Engineer or Registered Architect by the Commonwealth of Pennsylvania or a reciprocal jurisdiction.

• The employee in this job is required to possess an active Pennsylvania non-commercial Class C driver’s license or equivalent.
