JOB TITLE: DESIGN AND CONSTRUCTION PORTFOLIO MANAGER, DGS

DEFINITION: This is professional managerial engineering and architectural work in the Department of General Services (DGS), directing all aspects of commonwealth agency and capital improvement construction projects and publicly funded institutional and educational building projects.
An employee in this job serves as a portfolio manager and is responsible for managing, monitoring, and directing staff involved with all aspects of an assigned portfolio of statewide construction projects. Work involves overseeing the budget, design, scheduling, coordination, and construction of projects; and managing projects from inception to completion to include the critical review and evaluation of projects in the planning, design, and construction stages to ensure feasibility, cost/benefit, customer satisfaction, and compliance with laws, codes, and regulations. Supervision is exercised over Design and Construction Project Managers, DGS, consultants, and other staff. Work is reviewed by the Executive Portfolio Manager, DGS or the Director of Engineering and Architecture, DGS for adherence to applicable policies, procedures, and regulations, overall effectiveness, customer satisfaction, and achievement of goals and objectives.
DISTINGUISHING CHARACTERISTICS:
• Work is distinguished from the lower-level Design and Construction Project Manager, DGS job by the responsibility for the management of a comprehensive portfolio of statewide projects.
EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.):
• Manages, through subordinate Design and Construction Project Managers, DGS and other staff, all aspects of construction projects.
• Works with using agencies to develop project scopes and budgets for agency funded and capital funded projects.
• Provides direction, supervision, technical guidance, and contract administration for a comprehensive portfolio of projects from inception to completion.
• Monitors and directs all aspects of design, scheduling, and construction administration, including reviewing plans, specifications, cost estimates, drawings, reports, material samples, contracts, change orders, budget estimates, expenditure sheets, dispute resolutions, and other project information for cost effectiveness and adherence to contract provisions.
• Reviews and evaluates project scopes, schedules, and budgets to ensure cost effectiveness.
• Consults with commonwealth agencies and in-house and outside professionals to discuss construction issues and applies specialized knowledge and understanding of various applicable contracts, rules, regulations, and laws.
• Conducts research, evaluates findings, and provides recommendations regarding construction or design to in-house and outside professionals.
• Serves as liaison and provides briefings to public officials, the media, the public, and agency staff on the scope and status of projects.
• Assists in developing, revising, and implementing agency goals, objectives, policies and procedures, methods, and standards.
• Reviews, recommends, and negotiates changes in contracts and standard forms of agreements.
• Conducts review conferences with using agencies and in-house and outside professionals to discuss project scopes, schedules, budgets, observations, and other related matters.
• Reviews and advises on new technology, methods, and materials involving green technology and various systems such as security, fire alarm and fire suppression, smoke evacuation, and communication.
• Reviews budget estimates and expenditures during planning and various construction stages to determine if additional funds are necessary.
• Oversees and participates in formal pre-claim and claims hearings and negotiates settlements for dispute resolutions.
• Provides technical expertise in the review and evaluation of errors and omissions by the construction contractor, professional engineer, or architect.
• Directs the review, research, and evaluation of proposed change orders in construction materials, methods, or design configurations.
• Oversees a variety of construction related activities, such a demolition, hazardous material removal and abatement, ordinance and code compliance, and construction change orders.
• Performs the full range of supervisory duties.
• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.
• Performs other related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the principles and practices of construction project management and contract administration.
• Knowledge of federal and state laws, codes, regulations, policies, and practices related to engineering and architectural design.
• Knowledge of construction cost estimating methods and sources.
• Knowledge of building systems, materials, equipment, and fixtures including standards, inspection, testing, quality assurance, and control methods.
• Knowledge of the principles and applications of building design and construction.
• Knowledge of mathematics including algebra, plane and solid geometry, and plane trigonometry.
• Ability to interpret and critique architectural, civil, mechanical, and electrical engineering plans, maps, drawings, specifications, reports, and codes used in the design and construction of buildings and structures.
• Ability to read and interpret written information such as laws, codes, regulations, policies, procedures, and legal guidelines.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
• Ability to establish and maintain effective working relationships.

• Ability to plan and direct the work of others.
• Ability to evaluate programs and identify problems, devise solutions, and develop consensus among competing interests.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):
• Two years as a Design and Construction Project Manager, DGS;
or
• Eight years of professional building design, construction administration, or construction management experience for renovations and new construction for commercial, institutional or educational buildings, and a bachelor’s degree in engineering, architecture, construction management, or construction science, or a closely related field;
or
• An equivalent combination of experience and training.
SPECIAL REQUIREMENTS:
• All positions require possession of a valid license as a Professional Engineer, Registered Architect, Professional Land Surveyor, or Professional Geologist by the Commonwealth of Pennsylvania or a reciprocal jurisdiction.
• Certain positions in this job require an active Pennsylvania non-commercial Class C driver’s license or equivalent.
