JOB TITLE: DIRECTOR, BUREAU OF AIR QUALITY

DEFINITION: This is professional managerial work directing the activities of the Bureau of Air Quality in the Department of Environmental Protection.
The employee in this job directs the activities of a professional, technical, and administrative staff engaged in a variety of duties involving statewide air pollution prevention, air quality monitoring, emission inventory maintenance, source testing, permitting and policy guidance, and compliance enforcement. Work involves determining policies, goals, objectives, and priorities for the air quality management program; developing and implementing rules, regulations, policies, procedures, standards, and guidelines to manage program activities; reviewing proposed legislation for possible program impacts; and determining and preparing budgetary requests. An important aspect of this work involves coordinating program activities with other state and federal agencies in order to meet program mandates and secure adequate funding. Work is assigned in the form of broad goals, objectives, and program priorities. Work is reviewed upon completion by a Deputy Secretary through reports and conferences for attainment of goals, objectives, and overall program quality.

• Directs the planning, development, implementation, coordination, and evaluation of the statewide air quality management program.
• Directs the development of statewide policies, technical standards, and procedures for permitting, monitoring, enforcement, and technical assistance activities involving the air quality management program.
• Reviews and analyzes activity reports to determine work being performed, program trends, and program effectiveness.
• Develops and prepares budget and re-budget requests.
• Reviews proposed legislation for possible impacts on the air quality management program and recommends whether the Department should support or oppose the legislation.
• Interprets rules, regulations, policies, procedures, standards, and objectives of the organization or program for subordinates.
• Provides advice to staff on unusual or difficult technical and managerial problems.
• Provides advice and information and develops and delivers speeches and presentations to state and local officials, facility operators, industry representatives, special interest groups, regional program staff, media, and the public regarding bureau and departmental functions, programs, rules, regulations, and policies and procedures related to air quality management programs.
• Represents the bureau, deputate, or department as a member of national professional organizations and in dealings with federal officials, interstate agencies, and other Commonwealth agencies.
• Travels to various field sites.
• Performs the full range of supervisory duties.
• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of laws, rules, regulations, policies, and procedures governing air quality management programs.
• Knowledge of engineering and scientific principles.
• Knowledge of the principles, methods, and techniques utilized in air quality management programs.
• Knowledge of the biological, chemical, and physical sciences related to air quality management.
• Knowledge of the principles and practices of supervision.
• Ability to read and interpret administrative rules, regulations, policies, and procedures.
• Ability to establish and maintain effective working relationships.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.

• Ability to coordinate the work activities of the assigned programs and to resolve conflicts between the programs.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):
• Nine years of professional experience in coordinating environmental protection or air quality programs, that includes four years of managerial experience in an environmental protection or air quality management regulatory program, and a bachelor’s degree in an engineering or scientific field related to air quality;
or
• An equivalent combination of experience and training that includes four years of managerial experience in an environmental protection or air quality management regulatory program.
