ENVIRONMENTAL PROGRAM MANAGER
DEFINITION: This is professional managerial work in the air, water, waste, environmental cleanup, oil and gas, and mineral resources programs of the Department of Environmental Protection.
An employee in this job directs the planning, development, implementation, coordination, and evaluation of a major statewide program or functional area in the air, water, waste, environmental cleanup, oil and gas, or mineral resources programs as a division manager in central office; the inspection, enforcement, and permit review functions for an air, water, waste, or environmental cleanup program for a field operations region; the regulation of oil and natural gas extraction in a district oil and gas office; the pollution prevention and compliance assistance, emergency response, permit review and coordination, and program coordination and planning functions in a field operations regional office; or a division or field office tasked with the planning, design, review, construction and research of mine reclamation projects. Work requires coordinating the activities of multiple program units to ensure they are working toward the attainment of similar goals and objectives and resolving conflicts between units. Work involves determining goals, objectives and priorities and evaluating program effectiveness; developing, implementing or recommending changes to rules, regulations, policies and procedures; reviewing proposed legislation for possible impact on the assigned program; and determining and preparing budgetary requests for the program. Work is broadly assigned to employees by a bureau director or regional director, and reviewed through reports and conferences for attainment of program goals and objectives, completeness and overall program quality.
EXAMPLES OF WORK: Serves as a division manager in central office and directs the activities of more than one unit engaged in the planning, development, coordination, implementation and evaluation of a statewide program in air, water, waste, environmental cleanup, oil and gas, or mineral resources to ensure compliance with applicable laws, rules and regulations.
Serves as regional program manager of air, water, waste, or environmental cleanup programs in a field operations region by directing the activities of multiple units engaged in the regulation of facilities to ensure compliance with state and federal environmental laws, rules and regulations.
Serves as district manager in a district oil and gas office by directing all staff in the regulation of facilities to ensure compliance with Departmental rules and regulations governing the removal, handling and processing of oil and natural gas.
Plans, directs and administers activities in a division tasked with performing the planning, design, review, construction or research of engineering projects.
Reviews and analyzes activity reports to determine work being performed, program trends and effectiveness; conducts program evaluations; and provides advice to staff on unusual or difficult technical and managerial problems.
Approves major enforcement actions taken against facilities and reviews enforcement cases settled out-of-court for uniformity and appropriateness.
Testifies as an expert or material witness before district magisterial courts, the Environmental Hearing Board and the Courts.
Provides advice and information to facility operators, municipal officials, planning commissions, engineering consultants and the public regarding Departmental functions, rules, regulations, policies and procedures.
Represents the agency, bureau or region in dealing with federal officials and other Commonwealth agencies and serves as liaison with central office staff, regional programs and other state and federal agencies.
Reviews and approves or denies permit applications by ensuring technical requirements and established procedures have been met and that approvals have been coordinated with the appropriate programs and agencies.
Prepares program budget and re-budget requests.
Participates on special committees to provide technical advice and to ensure that recommendations meet program needs.
Provides information to the media on programs and enforcement of cases.
Performs the full range of supervisory functions.
Employees in this job may serve as the responsible charge engineer or responsible charge geologist for unlicensed staff.
Employees in this job may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.
Travels to various field sites.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES: Knowledge of the biological, chemical and physical sciences as related to environmental protection or natural resources management.
Knowledge of the physical, chemical and biological treatment processes related to environmental protection and resource management.
Knowledge of basic engineering principles and design considerations or of the engineering principles and practices applied in the planning, location, design and construction of engineering projects.
Knowledge of laws, rules, regulations, policies, procedures and guidelines governing the environmental protection program and the regulation of permitted activities.
Knowledge of the procedures and techniques utilized in the inspection of facilities for compliance with permit conditions.
Knowledge of the standard enforcement procedures and policies for ensuring compliance with environmental protection rules and regulations.
Knowledge of safety precautions required for environmental protection work.
Knowledge of the principles and practices of supervision.
Ability to analyze and interpret administrative rules, regulations, policies, and procedures.
Ability to read and interpret drawings, specifications and codes used in the design or construction of buildings and related structures.
Ability to communicate effectively orally.
Ability to communicate effectively in writing.
Ability to establish and maintain effective working relationships.
MINIMUM EXPERIENCE AND TRAINING: Two years as an Environmental Group Manager;
or
Seven years of professional environmental protection experience that includes two years of technical supervisory experience and a bachelor’s degree in the biological, physical or environmental sciences, engineering, or in a field closely related to environmental protection or regulation;
or
An equivalent combination of education and experience in environmental protection that includes two years of technical supervisory experience.
CONDITIONS OF EMPLOYMENT: Certain positions will require possession of a valid Professional Engineer license or a valid Professional Geologist license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists.
Certain positions require possession of a valid PA non-commercial Class C driver’s license or equivalent.
