ENVIRONMENTAL MANAGER, DMVA
DEFINITION: This is professional managerial work directing environmental programs within the Department of Military and Veterans Affairs (DMVA).
An employee in this job serves as the Chief, Division of Environmental Compliance, or Chief, Division of Environmental Planning in the Bureau of Environmental Management. Work involves overseeing the execution of state and military environmental management programs through subordinate supervisors; developing and implementing new and revised environmental policies and programs; resolving complex or sensitive environmental issues; ensuring the Department’s facilities, properties, programs and activities meet all state, federal, local, and military environmental compliance and planning program requirements; and managing the Division’s budget. Environmental compliance program areas primarily involve the Resource Conservation and Recovery Act, the Clean Water Act, and Air Quality Management. Environmental planning program areas primarily involve the National Environmental Policy Act, the Comprehensive Environmental Response, Compensation, and Liability Act, and the Environmental Performance Assessment System. Environmental programs are managed through subordinate Environmental Supervisors, DMVA. Work is assigned by the Director, Bureau of Environmental Management, DMVA and is reviewed through reports, conferences, and results achieved.
EXAMPLES OF WORK: Directs and coordinates DMVA’s environmental planning or environmental compliance activities.
Develops new or revised policies to address environmental program deficiencies and new legal requirements.
Directs research and investigation efforts to locate and identify areas of environmental program noncompliance.
Develops policies and procedures to control or abate environmental hazards at department properties and grounds statewide.
Interprets state, federal, military, and local environmental regulations, policies, and requirements for subordinate staff and for integration into the Department’s environmental initiatives.
Reviews environmental condition and compliance reports to gauge the aggregate condition of each program area for the purpose of making improvements.
Develops the Division’s budget to include allocating funds and preparing grant requests.
Briefs DMVA legal staff on technical environmental issues during environmental enforcement actions including notices of violations, penalty assessments, and consent agreements.
Reviews proposed legislation for impact upon DMVA’s environmental programs.
Allocates staff and resources to mitigate and clean up unusual hazardous materials spills.
Delivers presentations to National Guard officials, special interest groups, agency senior management, and the general public to disseminate information about DMVA’s environmental programs and objectives.
Ensures all assigned environmental programs abide by established federal, state, local, and military requirements.
Performs the full range of supervisory duties.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the biological sciences related to environmental protection.

MINIMUM EXPERIENCE AND TRAINING: Two years as an Environmental Supervisor, DMVA;
or
Six years of professional environmental protection program experience, including two years in a supervisory capacity, and a bachelor’s degree, which includes 24 credits in the physical, biological, or environmental sciences;
or
An equivalent combination of professional experience and training, including two years in a supervisory capacity and 24 college credits in the physical, biological, or environmental sciences.
POST EMPLOYMENT REQUIREMENT: Certain positions in this job are required to obtain valid certification in 40-hour Hazardous Waste Operations, Procedures and Emergency Response (HAZWOPER) training within six months of hire and successfully complete 8-hour annual HAZWOPER refresher training thereafter.
