JOB TITLE: ENVIRONMENTAL MANAGER, DMVA
JOB CODE: 14243
DEFINITION: This is professional managerial work directing environmental programs and compliance in the Department of Military and Veterans Affairs (DMVA).
An employee in this job serves as the Chief, Division of Environmental Compliance, or Chief, Division of Environmental Planning in the Bureau of Environmental Management. Work involves overseeing the evaluation, development, and implementation of state and military environmental management programs and policies through Environmental Supervisors, DMVA and ensuring that department facilities, properties, programs, and activities comply with environmental laws, regulations, policies, and planning requirements. Work includes resolving complex or sensitive environmental issues, supervising Environmental Supervisors, DMVA, and managing the division’s budget. Work is assigned by the Director, Bureau of Environmental Management, DMVA and is reviewed through reports, conferences, and results achieved.

• Directs and coordinates DMVA’s environmental planning or compliance programs.
• Oversees the development and implementation of policies to address environmental program deficiencies, new legal requirements, and environmental hazards at department properties and grounds statewide.
• Ensures assigned environmental programs comply with federal, state, local, and military laws, regulations, policies, and planning requirements.
• Directs research, assessments, and inspection efforts to locate and identify areas of environmental program noncompliance.
• Interprets state, federal, military, and local environmental laws, regulations, policies, and requirements for staff and for integration into the department’s environmental initiatives.
• Reviews and evaluates environmental programs for the purpose of making improvements.
• Reviews, researches, and resolves complex environmental situations that may involve unique parameters, large environmental or population impact, or multiple jurisdictions.
• Develops and recommends the division’s budget to include allocating funds and preparing grant requests.
• Briefs DMVA legal staff on complex and technical environmental issues during environmental enforcement actions including notices of violations, penalty assessments, and consent agreements.
• Reviews proposed legislation for the impact to DMVA’s environmental programs and implements a plan to address necessary changes.
• Delivers presentations to National Guard officials, special interest groups, agency senior management, and the public to disseminate information about DMVA’s environmental programs and objectives.
• Operates motor vehicles.
• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of biological, chemical, and physical sciences related to environmental protection.
• Knowledge of environmental conditions and hazards and the interrelationship with ecological processes.
• Knowledge of environmental laws, including the National Environmental Policy Act, the Comprehensive Environmental Response, Compensation, and Liability Act, the Clean Water Act, the Resource Conservation and Recovery Act, and related laws and regulations.
• Knowledge of environmental protection problems and issues related to air, water, storm drainage, soil, building construction, and storage tanks.
• Knowledge of the methods and equipment used in the handling, storage, and cleanup of hazardous materials.
• Knowledge of the techniques and methods used to collect and analyze environmental data.
• Knowledge of the principles and practices of employee supervision.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to assess facility operations, grounds, activities, and construction plans based on compliance with environmental laws and department policies.
• Ability to conduct compliance inspections and assessments.
• Ability to draft and implement environmental policies and procedures.
• Ability to interpret blueprints, building plans, and aerial photographs.
• Ability to operate motor vehicles.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
• Ability to establish and maintain effective working relationships.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Two years of experience as an Environmental Supervisor, DMVA (Commonwealth title);
or
• Five years of professional environmental compliance or environmental planning experience including two years in a supervisory capacity, and a bachelor’s degree in the physical, biological, or environmental sciences;
or
• An equivalent combination of experience and training, including two years of supervisory professional environmental compliance or environmental planning work.
SPECIAL REQUIREMENTS:
• All employees are required to obtain an active certification in 24-hour Hazardous Waste Operations, Procedures and Emergency Response (HAZWOPER) training within six months of hire and successfully complete an 8-hour annual HAZWOPER refresher training thereafter.
• All positions require possession of an active motor vehicle license.
