JOB TITLE: DIRECTOR, PROGRAM INTEGRATION OFFICE, DEP

JOB CODE: 14245

DEFINITION: This is professional managerial work directing the activities of the Program Integration Office in the Department of Environmental Protection (DEP).

The employee in this job directs the activities of professional and technical staff engaged in the coordination of various department-wide programs spanning across multiple disciplines and organizations within the agency. Work involves directing the environmental emergency response program; overseeing the Regional Permit Coordination Office; directing the vector management program; ensuring efficient program operations; and evaluating and ensuring regional consistency in the administration of agency programs. Work includes determining goals, objectives, and priorities; developing and implementing rules, regulations, policies, procedures, standards, and guidelines to manage program activities; reviewing proposed legislation for possible impact on the program; and determining and preparing budgetary requests. Work is assigned in the form of broad goals and objectives, and the employee exercises considerable independent judgment in determining specific goals, objectives, and program priorities. Work is reviewed upon completion by the Deputy Secretary for Field Operations through reports and conferences for attainment of goals and objectives and overall program quality.

• Develops and manages a comprehensive evaluation program for the agency to ensure the consistent application of federal and state environmental laws, regulations, policies, and procedures.

• Provides functional leadership to the agency in program evaluations, permit process improvements, and the introduction and integration of new agency tools, policies, and initiatives.

• Oversees the development and coordination of comprehensive agency wide initiatives, including but not limited to, permitting, compliance, and enforcement policies.

• Directs the planning, development, implementation, and evaluation of the statewide environmental emergency response, vector management, and regional permit coordination programs.

• Coordinates permitting efforts for large projects.

• Ensures the development of guidelines and mechanisms for regulatory reform to incorporate sustainable practices and environmental management systems to meet statutory and legislative requirements.

• Works closely with the Center of Environmental Excellence, deputy secretaries, and other key internal stakeholders to identify and implement process and programmatic improvements.

• Reviews and analyzes activity reports to define work being performed and identify program trends and effectiveness.

• Monitors the use of special and restricted accounts by the various programs under the supervision of the Deputy Secretary for Field Operations.

• Reviews proposed legislation for possible impacts on various programs and recommends whether the department should support or oppose the legislation.

• Interprets rules, regulations, policies, procedures, standards, and objectives of the organization or program for subordinates.

• Provides advice to staff on unusual or difficult technical and managerial problems.

• Provides advice and information to state and local government officials, industry representatives, regional program staff, advisory groups, and the public regarding departmental functions, programs, rules, regulations, policies, and procedures.

• Represents the agency in dealings with federal officials and other Commonwealth agencies involving various DEP programs.

• Develops and delivers speeches and presentations to special interest groups, legislators, media, and the public on programs.

• Develops and prepares budget and rebudget requests.

• Travels to various field sites.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of laws, rules, regulations, policies, and procedures governing environmental programs.

• Knowledge of the principles, methods, and techniques utilized to integrate environmental programs.

• Knowledge of management techniques to evaluate environmental programs.

• Knowledge of programmatic conflict resolution techniques.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Knowledge of the principles and practices of supervision.

• Ability to analyze and interpret rules, regulations, policies, and procedures.

• Ability to analyze written and numerical information.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Nine years of professional experience coordinating environmental protection programs, including four years of supervisory experience and a bachelor’s degree;

or

• An equivalent combination of experience and training that includes four years of supervisory experience coordinating environmental protection programs.
