JOB TITLE: DIRECTOR, BUREAU OF PERMITTING COORDINATION, DEP

JOB CODE: 14245

DEFINITION: This is professional managerial work directing the activities of the Bureau of Permitting Coordination in the Department of Environmental Protection (DEP).

The employee in this job directs professional and technical staff engaged in a variety of activities involving streamlining permits for economic expansion and development and reviewing and issuing permits for complex infrastructure projects. Work involves leading initiatives to improve and standardize permitting processes through data analysis, technology integration, and collaboration among central office bureaus, regional offices, Commonwealth agencies, and external stakeholders. Work includes developing and implementing department-wide policies, procedures, standards, and guidance related to permitting processes; reviewing proposed legislation for potential impact on permitting programs; providing strategic direction for bureau initiatives and state-wide permitting coordination efforts; and determining and preparing bureau budgetary requests. Work is assigned by the Deputy Secretary for Field Operations in the form of broad goals, objectives, and special assignments and is reviewed through meetings and reports for program quality and the attainment of goals and objectives.

• Directs agency-wide initiatives to evaluate and enhance the efficiency, transparency, and accountability of permitting activities.

• Develops and implements department policies and procedures to ensure consistent and compliant permitting practices.

• Plans and directs bureau operations to implement standardized permitting practices and advance agency-wide modernization priorities.

• Ensures the development of guidelines and mechanisms for regulatory reform to incorporate sustainable practices and environmental management systems to meet statutory and legislative requirements.

• Reviews and analyzes permitting data and activity reports to identify trends, measure performance, and evaluate program effectiveness.

• Monitors bureau operations and resource allocations to ensure effective implementation of permitting coordination initiatives and alignment with departmental priorities.

• Provides guidance and direction to staff in resolving complex technical and managerial issues.

• Represents the department in meetings and collaborations with federal, state, and local officials, industry representatives, and stakeholders on permitting-related issues and initiatives.

• Travels to various field sites.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of laws, rules, regulations, policies, and procedures governing environmental protection programs.

• Knowledge of the principles, methods, and techniques utilized to integrate environmental protection programs.

• Knowledge of management techniques to evaluate environmental protection programs.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Knowledge of the principles and practices of employee supervision.

• Ability to read, analyze, and interpret regulations, policies, and procedures.

• Ability to read and interpret written information.

• Ability to read and interpret numerical information

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Nine years of professional experience coordinating environmental protection programs that includes four years of supervisory experience, and a bachelor’s degree;

or

• An equivalent combination of experience and training that includes four years of professional supervisory experience coordinating environmental protection programs.
