REGIONAL ENVIRONMENTAL FIELD OPERATIONS DIRECTOR

DEFINITION: This is professional managerial work directing the  environmental protection programs at one of the Department of Environmental Protection s six regional field operations offices. These regional field operations offices are responsible for the planning, implementation, coordination and evaluation of regional environmental programs involving air quality; water quality; public drinking water; municipal, residual, and hazardous waste management; environmental cleanup and land recycling; water allocation; erosion control; dam safety; waterways and wetlands management programs; and may include radiation protection and oil and gas management programs.

The employee in this class directs, through subordinate managers, the activities of a technical and professional staff engaged in a variety of duties involving the implementation, coordination, and evaluation of environmental protection programs. Work involves determining regional goals, objectives, and priorities for these programs and resolving conflicts with central office program managers; developing and directing regional public information and education programs; directing responses to emergency situations such as chemical spills and floods; and determining and preparing budgetary requests. An important aspect of the work is meeting with legislators, local officials, representatives of other Commonwealth agencies, special interest groups and the public to explain and coordinate regional programs. Work is assigned in the form of broad goals and objectives, and the employee exercises considerable independent judgment in determining specific goals, objectives, and program priorities. Work is reviewed upon completion by the Deputy Secretary for Field Operations through reports and conferences for attainment of goals and objectives and overall program quality.

EXAMPLES OF WORK: Directs, through subordinate managers, the planning, implementation, coordination, and evaluation of regional field operations programs in the Department of Environmental Protection.

Directs the development of policies, technical standards and procedures for permitting, monitoring, enforcement and technical assistance activities involving regional environmental protection programs.

Coordinates activities, resolves conflicts, and ensures consistency in regional program activities.

Reviews and analyzes activity reports to determine work being performed, program trends, and program effectiveness.

Develops and prepares budget and rebudget requests.

Plans and organizes work, assigns work, determines work priorities, sets goals, and reviews work performance.

Interprets rules, regulations, policies, procedures, standards, and objectives of the organization or program for subordinates.

Provides advice to staff on unusual or difficult technical and managerial problems.

Provides advice and information to regional program staff and the public regarding Departmental functions, programs, rules, regulations, policies and procedures.

Represents the regional office or deputate in dealings with federal officials and other Commonwealth agencies.

Develops and delivers speeches and presentations to special interest groups, legislators, media and the public on bureau programs.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the Department of Environmental Protection s and federal laws, rules, regulations, policies and procedures governing air quality; water quality; public drinking water; municipal, residual, and hazardous waste management; environmental cleanup and land recycling; water allocation; erosion control; dam safety; and waterways and wetlands management.

Knowledge of the principles, methods, and techniques utilized in environmental protection programs.

Knowledge of the applicable collective bargaining agreements.

Skill in the supervision of employees.

Ability to express ideas clearly and concisely, both orally and in writing.

Ability to read and interpret Commonwealth and Departmental administrative rules, regulations, policies, and procedures.

Ability to coordinate the work activities of the various programs and to resolve conflicts between the programs.

Ability to establish and maintain effective working relationships with associates, subordinates, public officials, special interest groups, and the public.

MINIMUM EXPERIENCE AND TRAINING: A Bachelor s degree in an engineering or scientific field related to environmental protection, and nine years of professional experience in the environmental protection field. Four of the nine years of required experience must have included managerial and second-level supervisory experience;

Any equivalent combination of education and experience which affords the applicant the required knowledges, skills, and abilities, and includes a minimum of four years of managerial and second-level supervisory experience.

NECESSARY SPECIAL REQUIREMENT: This position may require licensure as a Professional Engineer by the Commonwealth of Pennsylvania, or a reciprocal jurisdiction, where there can be no exemption from such licensure as defined in Section 5, Exemption from Licensure, of the Engineer, Land Surveyor and Geologist Registration Law (as amended).
