REGIONAL POLLUTION PREVENTION AND COMPLIANCE ASSISTANCE MANAGER
DEFINITION: This is advanced professional managerial work in the field of pollution prevention and compliance assistance in a regional office of the Department of Environmental Protection.
An employee in this class manages a professional staff engaged in pollution prevention and compliance assistance activities in a regional field operations office. Work involves developing, implementing, evaluating, and adjusting specific program goals, objectives and priorities, and ensuring work unit and regional goals are met; interpreting program goals and objectives for subordinates, government officials, the regulated community, and the public; establishing effective working relationships with facility operators, municipal officials and the public to introduce pollution prevention and compliance assistance opportunities; and developing and recommending pollution prevention programs and policies, including energy efficiency, for industry, municipalities, and the public. Work also involves planning, organizing, and assigning work, evaluating employee performance, receiving and resolving grievances and complaints, approving leave requests, recommending employee selection,6 and developing and evaluating training needs. An important aspect of the work involves providing training, guidance, and assistance to regional program managers and staff in the planning, development, implementation, coordination and evaluation of green technology, pollution prevention, energy efficiency, and compliance assistance activities for their assigned program areas. Work is assigned in the form of broad program goals and objectives, and the employee exercises considerable freedom in planning, scheduling, and assigning work to ensure goals are achieved. Work is performed under the general direction of the Assistant Regional Director and generally reviewed upon completion through reports and conferences for attainment of goals and objectives, completeness, and quality.
EXAMPLES OF WORK: Supervises a professional staff engaged in pollution prevention and compliance assistance activities in a regional field operations office.
Works with and advises the regional director, program managers, community relations specialists and the local government liaison in achieving program goals and objectives and articulates new trends in pollution prevention and compliance assistance.
Implements and directs the integration and maintenance of pollution prevention and compliance assistance in regional programs by developing training programs for regional staff, ensuring Pollution Prevention and Compliance Assistance program initiatives are incorporated into regional program plans, and developing and managing regional multi-media environmental assistance teams to assist industry in incorporating pollution prevention, including energy efficiency, into their business practices.
Develops and manages programs, including conferences, seminars, teleconferences, roundtable discussions, forums, etc., for industry, municipalities and the public and develops innovative methods for the delivery of information on compliance assistance programs and regulatory requirements.
Determines which industry sectors have the highest priority need for pollution prevention and compliance assistance and coordinates and directs regional pollution prevention/energy efficiency site visits to promote prevention and energy efficient practices and principles for businesses, industry, and local municipalities.
Represents the Secretary, Deputy Secretary, or Regional Director at formal speaking engagements at trade meetings, associations, conferences, and other public forums.
Coordinates the activities of the Office of Pollution Prevention and Compliance Assistance with other stakeholders, such as USEPA, Chamber of Commerce and Industry, PA Manufacturing Extension Partnership organizations, academia, non-profit research and development organizations, other government agencies and government sponsored service providers.
Assists central office in developing and implementing statewide and regional award programs and environmental leadership initiatives to recognize achievement in environmental management, performance, and energy conservation.
Provides training, consultation, and assistance to subordinate personnel, other department personnel, and to industry and professional groups.
Performs daily and long-range planning and organization of work, assigns work, determines work priorities, sets goals, and reviews work performance.
Prepares, reviews and signs employee performance review reports.
Establishes performance standards for subordinates in the conduct of program implementation.
Interviews prospective employees and recommends employee selection or ranks applicants in terms of preferability for employment.
Operates a motor vehicle to travel to various sites and engagements.
Employees in this class may participate in the performance of their subordinates work consistent with operational or organizational requirements.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the biological, chemical, and physical sciences as related to environmental protection.
Knowledge of the principles and techniques of pollution prevention, including energy efficiency, and how they apply to various industrial segments, such as iron and steel, metal finishing, coating applications, and other manufacturing and service segments.
Knowledge of procedures and techniques used in the development, documentation, and implementation of pollution prevention programs.
Knowledge of the procedures to develop, conduct, implement, and document environmental assessments of industrial facilities.
Knowledge of the practices and principles of environmental management systems and total quality environmental management systems.
Knowledge of state and federal laws, rules, regulations, policies, procedures and guidelines governing pollution control.
Knowledge of the rules, regulations, policies and procedures, standards and objectives governing collective bargaining contracts applicable to regional staff; disciplinary procedures; safety precautions; travel, lodging, expense vouchers and reporting requirements; and employee performance standards and reviews.
Ability to learn to supervise employees effectively.
Ability to develop and conduct presentations, discussions, workshops, and training sessions.
Ability to express ideas clearly and concisely, both orally and in writing.
Ability to establish and maintain effective working relationship with subordinates, co-workers, supervisors, facility operators, municipal officials, and the public.

MINIMUM EXPERIENCE AND TRAINING: A Bachelor's degree in an engineering or scientific field related to environmental protection and four years of professional experience in the environmental protection field. A Master's degree with major course work in any of the fields closely related to environmental protection may be substituted for one year of the required experience.

NECESSARY SPECIAL REQUIREMENTS: Possession of a valid Pennsylvania driver's license.
