DIRECTOR, BUREAU OF SAFE DRINKING WATER

DEFINITION: This is professional managerial work directing the activities of the Bureau of Safe Drinking Water in the Department of Environmental Protection.

The employee in this job directs the activities of a professional and technical staff engaged in a variety of duties involving water supply management. Work involves determining goals, objectives and priorities for the statewide water supply management program; developing and implementing rules, regulations, policies, procedures, standards and guidelines to manage program activities; reviewing proposed legislation for possible impact on the program; and determining and preparing budgetary requests. An important aspect of the work is establishing operational standards for water supply facilities, certification requirements for water treatment plant operators, and directing the implementation of specialized management and operational programs at treatment facilities to optimize compliance performance and public health protection. Work is assigned in the form of broad goals and objectives, and the employee exercises considerable independent judgment in determining specific goals, objectives and program priorities. Work is reviewed upon completion by the Deputy Secretary for Water Management through reports and conferences for attainment of goals and objectives and overall program quality.

EXAMPLES OF WORK: Directs the planning, development, implementation, coordination and evaluation of the statewide water supply management program.

Directs the development of statewide policies, technical standards and procedures for permitting, monitoring, enforcement and technical assistance activities involving drinking water facilities, in-stream flow needs assessments, water usage assessments, and the administration of training and operator certification programs.

Directs the technical and administrative components of grant and reimbursement programs for the funding of water supply infrastructure improvement projects.

Directs technical assistance and outreach programs to optimize management and operations capabilities at water supply treatment facilities.

Reviews and analyzes activity reports to determine work being performed, program trends and program effectiveness.

Develops and prepares budget and re-budget requests.

Directs the development of legislative and regulatory initiatives and reviews and makes position recommendations on proposed legislation affecting bureau programs.

Interprets rules, regulations, policies, procedures, standards and objectives of the organization or program for subordinates.

Provides advice to staff on unusual or difficult technical and managerial
problems.

Provides advice and information to facility operators, municipal and business officials, regional program staff and the public regarding Departmental functions, programs, rules, regulations, policies and procedures.

Represents the bureau or deputate in dealings with federal officials, interstate agencies, other Commonwealth agencies and environmental protection agencies in other states.

Represents the bureau, deputate or department as a member of statewide or national professional organizations.

Meets with members of the Governor’s Office, legislature, local officials, business representatives, advisory committees, regulatory boards and the general public to discuss issues related to the water supply management programs.

Develops and delivers speeches and presentations to special interest groups, legislators, media and the public on bureau programs.

Travels to various field sites.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of state and federal laws, rules, regulations, policies and procedures governing water supply management.

Knowledge of the principles, methods and techniques utilized in water supply management programs.

Knowledge of the biological, chemical and physical sciences related to water supply management.

Knowledge of programmatic conflict resolution techniques.

Knowledge of the principles and practices of employee supervision.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to read and interpret administrative rules, regulations, policies and procedures.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: Nine years of professional experience in coordinating environmental protection or water management programs that includes four years of managerial experience and a bachelor’s degree in an engineering field such as civil, environmental, water resources, or any similar discipline;
