SERIES NATURE OF WORK: The geology series describes professional work in the application of geologic principles in support of agency specific programs.
DEFINITION: This is professional managerial work in the field of geology directing the development of an environmental regulatory or protection program in the Department of Environmental Protection (DEP).
An employee in this job manages the development of an environmental, regulatory, or protection program with significant geologic aspects and features. Work involves oversight for program areas such as land recycling, multi-site remediation, storage tanks, water supply development and protection, groundwater protection and remediation, surface or underground mine permitting, mine reclamation project planning or design, oil and gas permitting, and the geotechnical aspects of waterways engineering projects. Work also includes directing the review, analysis, and implementation of program specific policies and procedures. Work requires directing the activities of professional geologists and other professional staff. Employees in this job are required to take professional and legal responsibility for their own work products. Work is assigned by a higher-level program manager and reviewed for completeness and overall program quality.
DISTINGUISHING CHARACTERISTICS:
• Work is differentiated from the lower level job based on the responsibility to direct the implementation of a geologic program by setting specific program goals and objectives, conducting evaluations, determining required staffing and funding, and representing the program on special committees and in communications with state, federal, or interstate agencies.
• Responsible for managing the development or implementation of an environmental regulatory or protection program in the central office, or for a section-level organization in a district or regional office.

• Directs the development of technical program guidance documents to aid employees in interpreting and applying laws, regulations, policies, and procedures.
• Analyzes regional or district activity reports to determine the work being performed, program trends, and program effectiveness.
• Develops annual program plans to depict projected activities and required resources.
• Directs the development and evaluation of a statewide permitting program for oil and gas management or underground mining.
• Directs the collection, interpretation, and evaluation of complex geologic data, aerial photographs, geologic maps, and other remote sensing images.
• Directs the enforcement of unusual and complex assessment and remediation cases.
• Provides expert testimony at administrative hearings and other legal proceedings.
• Reviews proposed legislation for possible impact to an environmental protection program.
• Prepares technical reports and articles for publication in professional or trade journals or to present to special interest groups.
• Prepares interagency agreements or memoranda of understanding to accomplish program objectives.
• Plans and conducts special studies and prepares reports of findings and recommendations.
• Develops or directs the development of public information documents to explain program functions and activities.
• Represents the assigned environmental protection program on special committees and in dealings with state, federal, or interstate agencies.
• Provides training, consultation, and formal presentations to subordinate personnel, other department personnel, industry and professional groups, and special interest groups on departmental programs, regulations, policies, and procedures.
• Prepares, reviews, and critically evaluates geologic and hydrogeologic reports and manuscripts.
• Prepares letters, reports, and other correspondence to exchange information with the regulated community and the public.
• Performs the full range of supervisory duties.
• Employees in this job may participate in the performance of their subordinates' work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the principles and practices of general and historical geology, hydrogeology, geophysics, geochemistry, engineering geology, mineralogy, field geology, structural geology, petrology, geomorphology, paleontology, sedimentology, and stratigraphy.
• Knowledge of the federal and state laws, regulations, policies, and procedures pertaining to the geologic aspects of an environmental regulatory program.
• Knowledge of the use and functionality of geospatial or geographic information systems (GIS) and database software.
• Knowledge of field and laboratory geologic investigation methods and principles.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
• Ability to establish and maintain effective working relationships.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Two years as a Licensed Professional Geologist (commonwealth title);
or
• Two years of professional geology experience, possession of an active license as a professional geologist issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors, and Geologists, and a bachelor's degree in geology, hydrogeology, earth sciences, geosciences, geoenvironmental sciences, environmental sciences, or a closely related field.
SPECIAL REQUIREMENTS:
• All positions require possession of an active license as a professional geologist issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists.
• All positions require possession of an active Pennsylvania non-commercial Class C driver's license or equivalent.
