JOB TITLE: DIRECTOR, BUREAU OF GEOLOGICAL SURVEY, DCNR

DEFINITION: This is professional managerial work directing the activities of the Bureau of Geological Survey in the Department of Conservation and Natural Resources (DCNR).
The employee in this job directs, through subordinate managers, the activities of a professional and technical staff engaged in a variety of duties involving the statewide topographic and geologic survey program. Work involves determining goals, objectives, and priorities for the survey program; developing and implementing policies, procedures, standards, and guidelines to manage program activities; and determining and preparing budgetary requests. An important aspect of the work is serving as the senior geologic expert in the commonwealth, including serving as its representative to the Association of American State Geologists (AASG), and advising other commonwealth agencies and the public on geologic matters. Work is assigned in the form of broad goals and objectives, and the employee exercises considerable discretion in determining specific goals, objectives, and program priorities. Work is reviewed upon completion by the Deputy Secretary for Conservation and Technical Services through reports and conferences for attainment of goals and objectives and overall program quality.

• Directs, through subordinate managers, the planning, development, implementation, coordination, and evaluation of the statewide topographic and geologic survey program.
• Directs the development of statewide topographic and geologic survey program policies, standards, and procedures.
• Performs the final critical and technical review of professional manuscripts, maps, and other illustrations, and gives final authorization for publication.
• Coordinates program activities with other departmental programs, federal agencies, and other commonwealth agencies.
• Reviews reports, correspondence, and program activity reports for accuracy and adherence to policies.
• Develops and prepares budget and rebudget requests.
• Interprets and provides guidance to agency staff on program rules, regulations, policies, procedures, and standards.
• Provides advice to the staff on unusual or difficult technical problems.
• Provides advice and information and develops and delivers speeches to special interest groups, legislators, media, government agencies, conservation groups, industry representatives, educational institutions, and the public regarding the bureau’s geological and topographic programs.
• Coordinates the bureau’s activities with federal officials and other commonwealth agencies.
• Travels to various field sites.
• Participates in advisory groups for federal programs and national initiatives that benefit the work of the agency.
• Performs the full range of supervisory duties.
• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of laws, rules, regulations, policies, and procedures governing topographic and geologic survey activities.
• Knowledge of the principles, methods, and techniques utilized in topographic and geologic surveys.
• Knowledge of mathematics, chemistry, and physics as they apply to the interpretation and utilization of geologic data.
• Knowledge of the principles and practices of employee supervision.
• Ability to read and interpret technical materials, such as geologic studies, hydrogeologic models, and groundwater assessments.
• Ability to read and interpret administrative rules, regulations, policies, and procedures.
• Ability to establish and maintain effective working relationships.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Nine years of professional experience in the field of geologic research, which includes four years of supervisory experience, and a master's degree in geology, hydrogeology, or a related geologic specialty field;
or
• An equivalent combination of professional experience and training in the field of geologic research, which included four years of supervisory experience.
SPECIAL REQUIREMENTS:
• This position requires possession of an active license as a professional geologist issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists.
