MATERIALS TECHNICIAN 2

DEFINITION: This is work in sampling, physical testing, fabrication inspection, material placement inspection and control of construction and maintenance materials or soils.

An employee in this class performs independent, technical work associated with the quality control of materials, involving the full range of testing procedures, resolving the most complex problems, and exercising final judgment concerning the testing procedures and equipment used. Work may involve outlining
procedures for lower level technicians and usually involves determining procedures for non-standard testing, interpreting results and assuring that adherence to specifications for materials and soils samples is obtained. An employee may be involved in fabricating new testing devices or parts for existing machinery. Work either involves statewide responsibility or has statewide impact in relation to tests conducted, and is performed with considerable independence under general guidance and specific objectives assigned by a supervisor who reviews work for quality and adherence to established technical standards.

EXAMPLES OF WORK: Performs independent, technical monitoring of more than one materials plant or fabricator to include prestressed and precast plants, steel beam and guardrail fabricators, plant manufacturers, emulsion plants, cement plants, epoxy resin coding plants, bituminous plants, plastic pipe manufacturers, sealant manufacturers, neoprine and fencing manufacturers.

Coordinates the testing functions of lower level technicians assisting them in obtaining and marshaling test data.

Conducts time studies of materials-testing procedures to develop work standards and testing rates.

Performs complex electrical and mechanical repairs on testing equipment.

Prepares conceptual shop drawings and fabricates test equipment and parts of rebuilding test equipment.

Assist in soil foundation testing and pavement core drilling.

Evaluates and establishes new testing methods and specifications and makes recommendations for improvements.

Performs calibrations on all testing equipment.

Performs non-standard new tests used in the equipment mix designs (such as, open graded asphalt friction course, sulpher extended asphalt mixes, rubber modified mixes, motor paver mixes, emulsified asphalt mixes, etc).

Develops mix designs for recycling bituminous concrete pavements using non-standard test procedures.

Performs data analysis with proper computer techniques and with use of a data base management system.

May be assigned to any number of manufacturing plant locations, in or out of state, working independently or as a lead worker reporting to a field supervisor.

Responsible for traffic control during field operations.

Performs field tests on materials, takes samples, reviews plant tests and progress to assure proper test equipment, methods and procedures are used, and analyzes test results.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of algebra, inorganic chemistry, physics and basic electronics.

Knowledge of properties of some complex tests used on construction and maintenance materials.

Knowledge of the techniques used in lifting samples for testing.

Knowledge of the standard types and uses of electrical and non-electrical equipment used in the repair of equipment necessary for use in performance of duties.

Knowledge of reference materials for the proper interpretation of testing standards and specifications.

Ability to use and repair complex materials testing equipment.

Ability to interpret technical literature and reference materials on standards, specifications and testing materials.

Ability to understand and follow oral and written instructions.

Ability to establish and maintain an effective working relationship with associates, manufacturers and fabricators.

Ability to prepare clear and comprehensive reports.

MINIMUM EXPERIENCE AND TRAINING: One year as a Materials Technician 1.

Two years of experience in the testing of materials used in highway, bridge, building, hydraulic or similar construction projects and graduation from high school.

                                                                                                                                          or

One year of experience in the testing of materials used in highway, bridge, building, hydraulic or similar construction projects, and an Associate's Degree in engineering or in a closely related field.

                                                                                                                                         or

Any equivalent combination of experience and training.
