MATERIALS MANAGER 1
DEFINITION: This is managerial work in sampling, physical testing, fabrication inspection, material placement inspection and control of construction and maintenance materials or soils samples.
An employee in this class is responsible for directing and supervising a phase of sampling, physical testing, fabrication inspection and material placement inspection of construction and maintenance materials or soils in the central laboratory or in a field laboratory or engineering district. Work involves assigning and reviewing the work of a moderate-size staff of supervisors and technical employees performing a variety of materials and soils test, reviewing test results, and making recommendations to resolve complex materials or soils problems. Assignments require independent judgment in planning work details and making technical decisions. Work is assigned with general direction and objectives are set by a technical supervisor who provides assistance with unusual problems and reviews work upon completion for overall effectiveness.
EXAMPLES OF WORK: Directs and supervises a moderate-size laboratory or materials testing operation in the central laboratory, field laboratory or engineering district, with responsibility for the lifting, fabrication inspection, materials placement inspection and control of construction and maintenance materials or soils samples.
Develops and interprets specifications, assigns and reviews work, establishes priorities, and directs and reviews new test procedures.
Supervises the inspection of all bituminous and partland cement plants in an assigned engineering district.
Resolves complex problems associated with materials control and recommend changes to improve production methods for plant production capabilities; reviews bituminous and portland cement designs and revises material specifications.
Coordinates and schedules the activities to measure skid resistance and road roughness.
Reviews test results, checks calculations and compares these for conformance to existing specifications; prepares reports and makes recommendations on the approval of materials.
Coordinates research projects related to material deficiencies and serviceability.
Prepares employee performance evaluation reports, approves leave, and initiates appropriate disciplinary action when necessary.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the standards, specifications and techniques required in the testing of construction and maintenance materials or soils samples.
Knowledge of the characteristics and properties of natural and manufactured materials used in highway construction.
Knowledge of the techniques used in lifting samples for testing.
Knowledge of algebra, chemistry, physics and basic electronics.
Knowledge of the principles and practices of supervision.
Knowledge and understanding of the current labor agreement provisions governing assignments and employee safety.
Skill in the use and repair of complex testing equipment.
Ability to plan and supervise the work of a staff of technical employees.
Ability to interpret technical literature and specifications related to the testing of construction and maintenance materials or soils samples.
Ability to prepare clear and comprehensive technical reports.
Ability to establish and maintain effective working relationships with associates, materials manufacturers, and contractors.
MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Materials Supervisor or Materials Technician 3;
or
Five years of progressively responsible and varied experience in the testing of materials used in highway, bridge, building, or hydraulic or similar construction projects; and graduation from high school. An Associate Degree or two years of college in an engineering or science curriculum may be substituted for one year of the required experience;
or
One year of technical experience in the testing of materials used in highway, bridge, building, hydraulic, soils or similar construction projects; and a Bachelor's Degree in a physical science or closely related field;
or
Any equivalent combination of experience and training.
