MATERIALS MANAGER 2

DEFINITION: This is advanced managerial work in sampling, physical testing, fabrication inspection, material placement inspection and control of construction and maintenance materials or soils samples.

An employee in this class is responsible for supervising a major function of sampling, physical testing, fabrication inspection and material placement inspection of construction and maintenance materials or soils in the central laboratory or a field laboratory. Work involves responsibility for approving all materials or soils
samples within his sphere of responsibility, and resolving unusual problems regarding the interpretation of specifications or policies governing materials or soils testing. Supervision is over a large staff of managerial, supervisory and technical employees testing maintenance and construction materials or soils samples, and may be physically located in an engineering district responsible for the lifting of samples, physical testing, fabrication inspection, material placement inspection and control of construction and maintenance materials or soils. Work is assigned in the form of general objectives by a technical supervisor who reviews work upon completion for adherence to applicable policies and overall effectiveness.

EXAMPLES OF WORK: Directs all testing activities of a major laboratory or materials testing operation in the central laboratory, or field laboratory.

Develops specifications, testing and research procedures; directs the control of maintenance and construction materials or soils samples; and plans and organizes work and determines priorities.

Inspects the installation of test products, and evaluates all production methods, procedures and equipment; resolves all problems associated with materials control and institutes changes to improve production methods.

Reviews and evaluates test results and related data to assure all required documentation is supplied; prepares reports and makes recommendations on the approval of materials.

Approves and monitors the activities to measure skid resistance and road roughness.

Institutes research projects related to material deficiencies and serviceability.

Prepares employee performance evaluation reports, approves leave and initiates appropriate disciplinary action when necessary.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the standards, specifications and techniques required in the testing of construction and maintenance materials or soils samples.

Knowledge of the characteristics and properties of natural and manufactured materials used in highway construction.

Knowledge of the techniques used in lifting of samples for resting.

Knowledge of the principles and practices of supervision.

Knowledge of algebra, chemistry, physics and basic electronics.

Knowledge and understanding of the current labor agreement provisions regarding employee supervision, grievance resolution, leave usage, overtime assignment and employee safety.

Skill in the use and repair of complex testing equipment.

Ability to interpret specification, standards and technical literature.

Ability to plan and supervises the work of a staff of managerial and technical employees.

Ability to prepare clear and comprehensive technical reports.

MINIMUM EXPERIENCE AND TRAINING: Two years of experience as a Materials Manager 1;

                                                                                                                                                 or

Seven years of progressively responsible and varied experience in the testing of materials used in highway, bridge, building, hydraulic, soils or similar testing programs; and graduation from high school. An Associate Degree or two years of college in an engineering or science technology program may be substituted for one year of the required experience;

                                                                                                                                                or

Three years of progressively responsible and varied experience in the testing of materials used in highway, bridge, building, hydraulic, soils or similar testing programs; and a Bachelor's Degree in a physical science or closely related field;

                                                                                                                                               or

Any equivalent combination of experience and training.
