WEATHERIZATION SPECIALIST 2

DEFINITION: This is professional consultative, administrative and technical work in the operation of the state's Weatherization Program.

An employee in this class provides advice and assistance to local governments and non-profits on funding sources, weatherization program development, administrative and management practices, program training, client identification, personnel sources, and weatherization techniques. Work also involves monitoring local weatherization projects to include on-site inspection of projects in progress to insure compliance with grant agreements, regulations and sound management, weatherization and energy saving practices; participating in the development and conduct of formal training; demonstrating modern weatherization techniques; and coordinating with local government and non-profit officials, federal and state agencies, and Department staff to resolve local program problems and improve the delivery of weatherization services. Lead work may be exercised over lower level specialists. In a regional office this class is distinguished from the lower level class in the series by having independent responsibility for all weatherization activities involved with assigned agencies. The emphasis of central office work at this level is on assisting regional weatherization staff in addressing local situations; and statewide planning, coordination, program development, and reporting. Work is performed with considerable independence and reviewed by the Weatherization Specialist Chief through reports, conferences, and evaluation of program results.

EXAMPLES OF WORK: Administers the state's Weatherization Program for assigned weatherization grantees, geographic areas, or program areas.

Leads the work of lower level weatherization specialists by making specific assignments, providing assistance, conducting on-the-job training, and reviewing the work for adherence to established procedures.

Encourages and assists local governments and non-profits in the development of local weatherization programs by making contacts such as local officials and civic agencies to explain program requirements and guidelines, and assist in solving local problems in meeting program guidelines.

Locates and advises local programs of the availability of material and human resources, and other forms of support available to supplement state and federal assistance.

Provides technical advice on performing and inspecting weatherization projects.

Demonstrates techniques for work such as installing insulation and storm windows, stripping, and caulking to work crews and crew supervisors.

Inspects projects in progress for adherence to standards of quality work and conformance to local codes and ordinances, and entire programs for adherence to program objectives.

Advises on the cost-effectiveness of performing individual weatherization projects.

Assists local programs in acquiring material, personnel, and transportation assistance through statewide programs.

Advises local program officials on the identification of eligible clients for weatherization services.

Conducts or participates in administrative reviews to evaluate the management systems of grantee agencies.

Arranges and participates in the development and conduct of formal training for agency weatherization personnel.

Researches new weatherization and energy conservation technology and incorporates developments into the state's program.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the general goals and objectives of weatherization programs as well as standard practices of government agencies involved in assistance programs to citizens and local agencies.

Knowledge of home construction techniques.

Knowledge of the use and application of weatherization and energy conservation techniques.

Ability to inspect and evaluate the quality of weatherization projects.

Ability to review, evaluate, and make recommendations regarding proposals for local weatherization programs.

Ability to learn the skilled use of blower door and furnace testing equipment and hand and power tools used in the carpentry trade, for demonstration purposes.

Ability to relate to the problems of low income energy consumers.

Ability to learn and apply diagnostic combustion analysis principles and techniques.

Ability to establish and maintain an effective working relationship with municipal government officials, program administrators, and the public.

Ability to instruct, through demonstration and practical application, modern weatherization techniques.

Ability to express ideas clearly and concisely, orally and in writing.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Weatherization Specialist 1.

                                                                                                                                                        or

Two years of experience planning, directing, or coordinating activities of a local weatherization program for a state, county, municipality, private non-profit corporation, or other organizations providing weatherization services.

                                                                                                                                                        or

Two years of tradework experience in carpentry, HVAC, or weatherization projects and two years of experience in contract management, materials and equipment management, managing construction/rehabilitation inspections of buildings, or closely related work. Nine college credits in architecture or engineering, or completion of post-high school education in building science, carpentry, or HVAC may be substituted for one year of the tradework experience. Graduation from a four year college may be substituted for two years of the non-tradework experience;
