WEATHERIZATION SPECIALIST SUPERVISOR

DEFINITION: This is professional and supervisory work in coordinating the state's weatherization program.

The employee in this class coordinates state weatherization activities statewide; and through subordinate specialists oversees the development and implementation of local weatherization projects. Work involves resolving problems of local governments relating to acquisition of equipment and participation in government assisted labor programs; negotiating with manufacturers and distributors of weatherization materials to assure availability of products; and recommending policy and procedures for program improvement or resolution of problems. Work also involves supervising lower level specialists, and insuring statewide consistency of the program. Work is reviewed by a program manager for accomplishment of objectives and effectiveness of results.

EXAMPLES OF WORK: Directs the technical activities of the state's weatherization program by supervising field/regional specialists engaged in setting up, monitoring, and advising local weatherization programs.

Works directly with local program directors or groups of program directors as necessary to solve the most complex problems of supply, manpower, transportation, and delivery of services.

Reviews and analyzes the weatherization needs of given areas and formulates plans and guidelines to be pursued by regional specialists.

Identifies and analyzes new weatherization technology and makes plans for incorporating new techniques into the program.

Reviews recommendations of regional specialists concerning establishment of new programs and modification of existing ones for adherence to financial, technical, legal, program guidelines.

Maintains contact with manufacturers and distributors of weatherization materials to assure availability of necessary levels of products for proposed program needs, and investigates cost advantages of volume purchases.

Investigates other state and federal programs as sources of manpower, equipment, and funding assistance.

Advises specialists of recommended program policy, organization, rules, standards, and goals.

Supervises staff by assigning work, reviewing work performance, preparing and signing employee Performance Evaluation Reports, receiving grievances and complaints and resolving or recommending solutions, approving or disapproving leave requests, and insuring the development of staff.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the goals and objectives of weatherization programs as well as standard practices of government agencies involved in assistance programs to citizens and local agencies.

Knowledge of home construction techniques.

Knowledge of the use and application of weatherization and energy conservation techniques.

Knowledge of public administration practices and techniques.

Ability to inspect and evaluate the quality of weatherization projects.

Ability to review, evaluate and make recommendations regarding proposals for local weatherization programs.

Ability to analyze problems impeding program effectiveness and recommend and implement solutions.

Ability to learn the concepts of the use of blower door and furnace testing equipment.

Ability to learn the principles of diagnostic combustion analysis.

Ability to learn to plan, organize, and direct the work of a technical staff.

Ability to learn to evaluate employee performance and prepare employee Performance Evaluation Reports.

Ability to learn to read and interpret collective bargaining contracts applicable to the work performed by the unit.

Ability to express ideas clearly and concisely, orally, and in writing.

Ability to establish and maintain effective working relationships with municipal officials, officials of other state and federal programs, and manufacturers and suppliers of weatherization products.

MINIMUM EXPERIENCE AND TRAINING: One year as a Weatherization Specialist 2.

                                                                                                                                                       or

Three years of experience planning, directing, or coordinating activities of a local weatherization program for a state, county, municipality, private non-profit corporation, or other organizations providing weatherization services.

                                                                                                                                                       or

Two years of tradework experience in carpentry, HVAC, or weatherization projects and three years of experience in contract management, materials and equipment management, managing construction/rehabilitation inspections of buildings, or closely related work. Nine college credits in architecture or
engineering, or completion of post-high school education in building science, carpentry, or HVAC may be substituted for one year of the tradework experience. Graduation from a four year college may be substituted for two years of the non-tradework experience;
