DIRECTOR, GOVERNOR'S ACTION TEAM, COMMUNITY AND
ECONOMIC DEVELOPMENT

DEFINITION:

This is highly responsible administrative work directing statewide economic development activities and programs for the development, maintenance and expansion of industrial enterprises.

The employee in this class directs through subordinate managers, the activities of a professional, technical and clerical staff a variety of duties involving planning, directing and coordinating the establishment, maintenance and expansion of industrial enterprises and assisting with averting economic dislocations of businesses and the impact on communities. Work involves determining goals, objectives, and priorities for economic development initiates and strategies; implementing rules, regulations, policies, procedures, standards and evaluating the effectiveness of activities. Work involves meeting federal, state and local officials, economic development groups and regulatory agencies to discuss and resolve controversial issues and concerns. Work also involves coordinating activities among programs to ensure the attainment of statewide economic development partnership strategy, goals and objectives. Other work involves planning and organizing work, assigning work, determining work flow, reviewing and evaluating work performance, interviewing and recommending employee selection, receiving and resolving employee grievances and complaints, approving leave requests and evaluating training needs of subordinates. Work is assigned in broad goals and objectives, and the employee exercises considerable independent judgment in determining specific goals, objectives and program priorities. Work is reviewed upon completion by the Executive Deputy Secretary or Secretary through reports and conferences for attainment of program goals, objectives and effectiveness.

EXAMPLES OF WORK:

Directs through subordinate managers the planning, development, retention, expansion and dislocation of economic enterprises throughout the state.

Directs the administration of regional offices located in Erie, Philadelphia, Pittsburgh and Wilkes-Barre.

Determines program goals, objectives and priorities for economic development strategies within the agency.

Develops and implements rules, regulations, policies and procedures.

Reviews and evaluates reports, correspondence, and memorandum to determine work being performed, program trends, and program effectiveness.

Meets with federal, state and local officials, economic development organizations, regulatory agencies, corporate officials and the general public to resolve controversial issues and concerns.

Coordinates economic development projects with other agency programs to ensure the attainment of statewide economic development strategy, goals and objectives.

Plans and organizes work, assigns work, determines work priories, establish goals and reviews work performance.

Evaluates employee performance and prepares and signs employee performance evaluation reports, reviews, signs and discusses evaluation reports as the reviewing officer.

Receives grievances and complaints, conducts initial investigation, discusses grievance or complaint with employee managers and resolves or recommends solutions to grievances and complaints.

Interprets rules, regulations, policies, procedures, standards and objectives for subordinates.

Approves leave requests and reviews sick leave usage of subordinates to determine abusive patterns.

Establishes standards to measure subordinates' performance and discusses performance standards with subordinates.

Employees in this class may participate in the performance of their subordinates work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES:

Knowledge of the current principles and practices and development of economic development.

Knowledge of the principles and practices of public administration.

Knowledge of applicable collective bargaining agreements and management policy.

Knowledge of the Commonwealth's and Departmental rules, regulations, policies, and procedures including travel and reimbursement of expenses.

Skill in the supervision of employees.

Ability to plan, organize and assign work to subordinates.

Ability to communicate effectively both orally and in writing.

Ability to evaluate employee performance and prepare employee evaluation reports.

Ability to evaluate and determine employee training and development needs.

Ability to develop rules, regulations, policies and procedures affecting economic development programs and regional offices.

Ability to establish and maintain effective working relationships with subordinates, co-workers, superiors; federal, state, and local officials, regulatory agencies, special interest groups and the general public.

MINIMUM EXPERIENCE AND TRAINING:

Seven years of progressively responsible professional economic development work, including three years in an administrative, consultative or supervisory capacity; and a bachelor's degree in Business Administration or closely related field. A Master's degree in Public or Government Administration or related field may be substituted for one year of work experience.
