MASS TRANSIT SYSTEMS DIRECTOR

DEFINITION: This is administrative and professional planning work associated with mass transit system.

The employee in this class is responsible for planning, directing, and evaluating all phases of the mass transportation program. Work involves developing a
comprehensive and integrated mass transportation plan, implementing the plan through Federal and local authorities, reviewing and analyzing program effectiveness, and establishing mass transportation goals and objectives. Work also involves administering funds for mass transportation programs and projects,
developing technological air, rail, water, and other transportation modes, and coordinating programs with Federal, state, regional, and local planning commissions. Supervision is exercised over a professional, technical, and clerical staff who assist in all phases of planning and program administration. Work is performed under the general direction of an administrative superior and is reviewed for program effectiveness and results obtained.

EXAMPLES OF WORK PERFORMED: Plans, organizes, directs, and evaluates all phases of the mass transit program.

Directs the implementation of a comprehensive transportation plan involving the technological development of air, rail, water, and other modes of transportation.

Directs all activities pertaining to the planning, development, and funding of local and public transportation.

Coordinates programs to finance research to develop new mass transit facilities.

Evaluates the effectiveness of new or revised transportation modes and renders decisions on the most difficult mass transit problems.

Develops programs and methods to stimulate the use of mass transit systems.

Coordinates and monitors the expenditure of public funds to purchase, construct, reconstruct, and improve transportation facilities and methods.

Reviews applications for grants in aid, determines program merits, and administers contract agreements.

Supervises the conduct of a variety of experimental or demonstrational mass transit projects.

Speaks before groups interested in mass transportation.

Perform other related duties as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Extensive knowledge of the principles, practices, and objectives of transportation planning.

Extensive knowledge of mass transit systems and current trends in the transportation industry.

Considerable knowledge of the methods and techniques of public financial management.

Considerable knowledge of the principle of governmental administration and organizational structure.

Ability to develop a comprehensive work program.

Ability to effectively supervise diversified staff operations.

Ability to present ideas effectively, orally and in writing.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: Five years of progressively responsible experience in governmental administration in a scientific or technological field,
two of which involved coordination and planning of mass transportation projects, and a bachelor's degree or any equivalent combination of experience and training.
